Rosengart attended secondary school in Fallingbostel . He learned the profession of carpenter and then studied architecture from 1958 to 1960 at the building and engineering school in Bremen, a. a. at Zepernick.

From 1960 he worked for the architectural office Burmeister in Hamburg and from 1962 to 1972 in the architectural partnership Carsten Schröck and Fritz Busse, which were established as an office community with the architects Peter Ahlers, Hermann Brede and Hans Budde on Breitenweg in Bremen. From 1963 to 1969 he worked for Schröck as an architect in Lomé , the capital of Togo . In 1966 Schröck, Busse and Rosengart founded the architectural group for tropical construction , for which he worked in West Africa and built numerous buildings a. a. realized in Togo, Ghana and Gabon . In 1972 Rosengart became a partner of the Schröck architectural group in Bremen.

In 1974, after the early death of Schröck, the architectural group Schröck, Rosengart, Busse and Partner was formed as the successor office . The office moved to its current location, Osterdeich No. 44 in Bremen. The partners at that time were Fritz Busse, Heinrich Meyerdierks, Rainer Schürmann and Ulf Sommer. Since 1975 the office has been called Architektengruppe Rosengart, Busse und Partner and since 1988 Rosengart und Partner . Rosengart ended his work in the partnership in 2011.

In addition, from 1995 to 2001 he was a lecturer in building ecology at the University of Bremen and in 1998 he was appointed professor by the Senate of the Free Hanseatic City of Bremen.

Rosengart was a member and in the 1970s he was state chairman of the Association of German Architects (BDA) Bremen as the successor to Hermann Brede.
