Horst Schöttler

Horst Schöttler (born November 7, 1941 in Munich ) is a German reserve colonel . He is the founder and chairman of the Colonel Schöttler Disabled Foundation and disaster control and ZMZ expert.

Life

After his secondary school leaving certificate (1959) and training as a map technician, he studied at the State Building School in Munich , graduating with a Dipl.-Ing. (FH) for cartography, 1965.

From 1965 to 1971 he was a technical officer in the military geographic service of the Bundeswehr (MilGeo), the last rank was: first lieutenant.

In the meantime, passed the external Abitur in December 1968 at the Lower Saxony scientific examination office in Göttingen.

From 1971 to 1974 he studied geography (main subject), geology and cartography at the Institute of Geography at the University of Tübingen, with a focus on spatial planning and regional planning.

He received a special permit to graduate as a qualified geographer after six semesters in 1974.

Lecturer for cartography and urban development in the Dean's Office of Earth Sciences at the University of TÜ from 1972 to 1977 and at the Institute for Geography Didactics at the University of Koblenz-Landau , Dept.

From April 1974 Scientific. Employee, then head of department with the function of a technical department head at the large district town of Rottenburg / N. until Oct. 1977.

Part-time: Doctorate to Dr. phil. 1976 with a regional planning-cartographic topic (publication in series C of the German Geodetic Commission at the Bavarian Academy of Sciences, issue 237, Frankfurt / M. 1978).

From October 1977 to October 1987 full-time alderman (municipal electoral officer) of the city of Kaiserslautern ; Responsible for civil-military cooperation with the American and French armed forces, disaster control, fire services, public order and aid organizations. During this time, development of cooperation models for civil protection and disaster relief.

Training courses, seminars and nationwide lectures at state and federal schools (focus: Federal Civil Protection School, Academy for Civil Defense, Police University) and abroad, including Finland, New Zealand, Austria, Sweden, Switzerland, the Czech Republic, USA.

Adviser to the Rhineland-Palatinate Ministry of the Interior, StS Dr. Klaus-Dieter Uelhoff (1982-1987) and the Prime Minister of Lower Saxony, Christian Wulff (2002/2003) in the KatS.

1992 Appointment as "Expert for Disaster Protection" in the Humanitarian Aid Task Force (ASHH) in the Foreign Office .

Adviser to the Department of Humanitarian Affairs (DHA) at the Undersecretary General of the UN in Geneva from 1988 to 1991.

Adviser to the President of the JUH in disaster control and rescue services (1991-1993); then member of the federal board of the Johanniter Unfall-Hilfe eV from 1993 to 1997 and the federal management, responsible for education, KatS and RettD until 2006.

He lives in Prien am Chiemsee and in Kaiserslautern / Pfalz, married. since 1967, one daughter.

Military career as a member of the reserve

From 1971 to 1983 MilGeoOffz / MilGeoStOffz at the Ltr. MilGeo, Bonn.

1972 Captain of the Reserve, 1981 Major of the Reserve.

1984 to 1993 consultant in the command staff of the armed forces, BMVg, Bonn; Areas of application: civil defense, civil protection, civil-military cooperation; Liaison officer to the Federal Chancellery and the Federal Ministry of the Interior , 1985 Lieutenant Colonel of the Reserve.

1994 to 2002 Head of Department G 5 / J 9 in the Army Command, Koblenz; Structure of the department, draft of the STAN; 1995 Colonel of the Reserve.

2002 to 2004 head of department G 5 in the armed forces support command Cologne-Wahn: establishment of the department.

June 2004 after a total of 56 military exercises at home and abroad, the army inspector said goodbye to active reserve service.

From 1992 member of the German IDNDR Committee for Disaster Prevention / German Committee for Disaster Reduction (DKKV), chairman of the Operational Advisory Board there since 6/1998; until 3/2006 deputy committee chairman among the chairmen: Minister of State a. D. Hans-Jürgen Wischnewski , retired Mayor D. Hans Koschnik , former Federal Minister of Labor D. Dr. Norbert Blüm and former Federal Minister for Construction D. Dr. Irmgard Schwaetzer , appointed member of the "Humanitarian Aid Coordination Committee" at the Federal Foreign Office (1991 to 2006).

Member of the “Disaster Protection” technical committee of the German Red Cross (DRK) until its dissolution in 2003.

Chairman of the NATO / CIOR commission “Military Emergency Preparedness and Relief Assistance” from 1990 to 1995.

Disabled (veterans) aid for the Bundeswehr

2006/2007 Preparation of the establishment of the "Colonel Schöttler Disabled Foundation (OSVS)".

12/2007 Recognition as a "legally competent public foundation under civil law".

Confirmation of non-profit status, seat in Kaiserslautern.

Since then founder, benefactor and chairman of the board; Implementation of all administrative activities as well as victim care, etc.

The foundation now has seven-figure assets and has had more than 500 physically and mentally disabled Bundeswehr soldiers and their relatives (around 1,500 wives, life partners, children) financially, legally, psychosocially, counseling and therapeutically (e.g. Animal therapies).

Rotary International (RI)

Rotarian since 1978 , initially in RC Kaiserslautern-Kurpfalz; Club president 2001/2002. In the anniversary year 2004/2005 - 100th anniversary of RI - Governor of the District 1860 (Rhineland-Palatinate, Saarland as well as South Hesse and North Baden). In spite of this extensive volunteer work, the Deidesheim-Mittelhardt, Kaiserslautern-Sickinger Land and Rockenhausen clubs were founded; change there in 2006.

Honorary member of the Deidesheim-M clubs. and KL-Sickinger Land; Awarded by Rotary International with the "Paul Harris Fellow with Ruby" (PHF + 6), = second highest level. His maxims "Rotarian family" and "Helping before self-interest" are still observed in the district today.
