Horst Winkler

Horst Winkler (born July 12, 1922 in Bautzen ) is a former German party functionary of the GDR block party NDPD . From 1950 to 1952 he was a member of the Saxon state parliament and from 1960 to 1989 chairman of the NDPD district executive in Dresden .

Life

Winkler, the son of a factory owner , attended high school in Bautzen and received training in the Reich Finance Administration in Dresden . On September 1, 1940, he joined the NSDAP (membership number 7 829 717). He became a member of the RAD and drafted into the Wehrmacht . During the Second World War he served as a soldier in the Air Force on the Eastern Front.

Winkler was released early from Soviet captivity to Germany and in 1945 became an employee of the Freital tax office , worked as a senior tax inspector and tax auditor and became chairman of the works council.

In 1949 Winkler co-founded the National Democratic Party (NDPD) in Freital and chairman of the local association. He became an employee of the Ministry of Finance of the State of Saxony and joined the Saxon state parliament in 1950. From 1951 he was a full-time NDPD functionary as a member of the NDPD state committee for Saxony. After the administrative reform in the summer of 1952, he became political manager of the NDPD district association in Dresden, later a member of the secretariat of the main committee of the NDPD and political secretary of the central party school of the NDPD in Waldsieversdorf .

From 1954 to April 8, 1959, he served as a member of the Bureau of the Presidium and Secretariat of the National Front of the GDR . At the 6th party congress of the NDPD in September 1955 he was elected to the main committee of the NDPD, to which he belonged until 1990. In September 1960 he was elected chairman of the NDPD district association in Dresden (successor to Kurt Hähling ). On June 16, 1989, he was retired from his position at his own request for reasons of age and health, and Christian Schmidt was elected as the new district chairman.

From 1963 to 1990 he was a member of the Dresden District Assembly . Winkler was also a member of the District Committee of the National Front. He had qualified as a journalist.
