Hulhumalé is a largely artificially created island in the Maldives near the capital island of Malé . Hulhumalé was created through land reclamation measures on the base of a lagoon near the capital of the Maldives. There is a road connection between Hulhumalé and the airport island of Hulhulé via a causeway. Since 2018, Hulhulé and Malé have again been linked by the Sinamalé Bridge .
Location and basis
The island is located on the southeast corner of the North Malé Atoll and belongs to the capital district of Malé. Hulhumalé is located 3 kilometers (km) northeast of the island of Malé and one kilometer northeast of the island of Hulhulé and thus also of the Malé International Airport .
The island of Hulhumalé was raised to make room for the residents, administration and industry of the Maldives after the capital Malé ran out of development opportunities. Today Malé is the most densely populated city in the world with over 43,800 inhabitants per square kilometer not including Hulhumalé and the airport island of Hulhule. Opportunities are also to be created to further develop tourism in the Maldives. One requirement on Hulhumalé was to increase the land level by about 1 meter compared to the capital island due to the rise in sea level .
The Hulhumalé Development Corporation Ltd (HDC), which was founded on March 23, 2005, is responsible for the development of the island . HDC is thus the successor company to the Hulhumalé Development Unit (HDU), which was responsible for setting up the base . The HDC is 100 percent owned by the Maldivian state. On March 11, 2009, the name of the Hulhumalé Development Corporation Ltd. in Housing Development Corporation Ltd. ; At the same time, the Board of Directors was completely replaced with effect from March 19, 2009.
Hulhumalé development project
The strategy for Hulhumalé was developed by consulting firms AMC Architects International , J Pro Consultants, and Binnie Black and Veatch Ltd. developed. The development was based on the requirements of the Authority for Housing and Urban Development and the Ministry of Construction and Public Works (MCPW for short, the Maldivian Ministry of Construction).
The original strategy was revised in 2006 by consultants Heng Chye Kiang and Low Boon Liang from the National University of Singapore .
Development and expansion of Hulhumalé
The backfilling of the now 188 hectare island began in 1997 and ended in 2002. On October 1st, 1997, under the leadership of the MCPW, the land area of the Hulhulé-Farukolhufushi lagoon began to be filled up. The resulting 45 percent of the current land area cost around 11 million US dollars (USD).
The filling of the remaining areas of Hulhumalé was then planned by the Belgian company DEME (Dedging, Environmental & Marine Engineering) and carried out as a joint venture between International Port Engineering and Management (IPEM) and Dredging International (DI), a subsidiary of DEME. 4,600,000 cubic meters were heaped up and backfilled and measures for coastal protection were also carried out. The 50 m wide and 1,600 m long connecting dam to Hulhulé was also filled in by DEME. This construction cost approximately $ 21 million and was completed in June 2002.
At the beginning of 2004, the creation of the basic infrastructure of Hulhumalé was completed, which included, for example, the creation of the over 12 km long road network. In mid-2004 about 1000 people lived on the new island. The first settlement areas were inaugurated on May 12, 2004 by then President Maumoon Abdul Gayoom . The utilities State Electric Company Limited and Male 'Water & Sewerage Company Pvt. Ltd are responsible for supplying Hulhumalé with electrical energy and water, as in Malé.
The first phase of the expansion should be completed in 2020 and offer space for 53,000 residents.
Usage structure of the island
Contrary to the structure of Malé, when developing Hulhumalé, care was taken to create a balance between residential and commercial buildings. Areas for apartments, shops, educational institutions, industry and a hospital with a medical faculty are planned. The creation of extensive green areas and areas for administration is also planned. Currently (as of 2018) there are five mosques on the island.
Particular attention was paid to the creation of affordable housing and thus the promotion of social housing . Most of the first part of these apartments was awarded through a raffle, for the registration of which social criteria were necessary.
The allocation of the area on Hulhumalé takes place on the one hand through sale to individuals or companies, on the other hand through leasing over long-term periods. Investors are to be attracted, for example, to finance the construction of a new hotel on the “Beachfront”.
Trade and service
A shopping center , the first in the Maldives, is to be built on an area of 12,327 m² . The shopping center is to be leased for 25 years.
Tourism projects
The creation of a marina with 140,000 m² in the lagoon and 40,000 m² of land is also planned. It is to be leased for 25 years and includes the construction of an 80-bed hotel, anchorages and berths for at least 60 yachts and safari boats and the necessary infrastructure such as a gas station, water supply and disposal and shops. The tendering process officially began on November 8th, 2008 and was canceled on December 22nd, 2008 after two companies had acquired the tender documents, but no bids were received for the marina. On the east side of the island, which has a continuous beach, there are numerous hotels and more are under construction.
industrial area
On the southern edge of Hulhumalé, the HDC has designated an area of 144,000 m² for industrial use. The use of the area is to be divided into four zones: Zone 1 is intended for fish and other food industries, Zone 2 for warehouses and light industry, Zone 3 for workshops, carpenters and the like and Zone 4 for noisy use.

Further development
With the completion of phase 1, which is planned to be completed in 2020, phase 2 is planned in the master plan. This phase was inaugurated on January 16, 2015 by the Maldivian President. Since then, another 244 hectares of land at the north end of Hulhumalé have been reclaimed. This includes the area of Farukolhufushi Island, which was formerly located north of Hulhumalé .
With the completion of phase 2, living space for around 240,000 inhabitants - corresponding to two thirds of the total population of the Maldives - should be created. An expansion of the island of Hulhulé with the Malé International Airport is also being planned. The "airport island" would be enlarged by 305 hectares.
