The series Humboldt Speeches on Europe has been held at the Humboldt University of Berlin since 2000 . They are hosted by the Walter Hallstein Institute and organized by Matthias Ruffert , who took over the institute from Ingolf Pernice in spring 2016 .
Joschka Fischer gave the first speech in the auditorium maximum of the university. In it he presented his ideas for the future of Europe. This event stimulated further speeches, which were mostly given by incumbent or former heads of state and government.
