International building exhibition IBA Basel 2020

The International Building Exhibition IBA Basel 2020 is an international building exhibition (IBA) that will take place from 2010 to 2020 in the trinational agglomeration of Basel . Its motto is “Growing together across borders” and is the first IBA to transfer the German format to other countries and to cross national borders in three countries ( Germany , France , Switzerland ) at the same time. The aim is the process-oriented search for solutions for the sustainable and integrated development of a public space fragmented by territorial, political and cultural boundaries.

Starting position

The cities and local authorities of the Basel agglomeration have a long history of cross-border cooperation. Important milestones in this were the establishment of the trinational Eurodistrict Basel (TEB) and the joint development strategy up to 2020. The local authorities united in the TEB decided to set up an international building exhibition in this area from 2010 to 2020 with the basic theme of cross-border development.

subjects

The focus of the IBA Basel is on the three fields of action: landscape areas, urban areas and living together as agglomeration issues. The urban spaces field of action combines spatial planning tasks , urban development projects and mobility offers . In addition to coordinated agglomeration planning, this link, which is challenging to implement for municipalities and agglomeration areas, also serves the efficient use of public and private funds. The landscape areas hold great potential for this economic and living space. Landscape, river, border and other transitional areas offer so far little-used development opportunities for the region. In the area of living together , the IBA wants to create a common space from a functional agglomeration with independent municipalities and cities.

Projects

The IBA projects are intended to help create communal spaces and common connections between spaces and between people. The IBA Basel should initiate processes and create structures in which projects can be implemented across borders.

The 40 or so IBA projects include infrastructure projects such as the extension of tram line 3 from Basel (CH) to Saint-Louis (F), construction projects such as the IBA project 3Land , plans for a new trinational district in the triangle , landscape projects and cultural projects such as 24 stops .

Banks of the Rhine

The Rhine landscape between Kembs (F) and Möhlin - Schwörstadt (CH / D) is to be developed as a common living and recreational space.

Meadow landscape area

For the area along the Wiese river between the northeast of Lörrach (D) and its confluence with the Rhine in Basel , an umbrella project with new forms of area and process management is to be set up for sustainable development.

Active stations

The umbrella project Active Train Stations is intended to offer cross-border integration for local projects. The aim is to develop the train stations into model pilot locations with good connections and orientation as well as an attractive environment. Standards should be set that should be implemented at as many train stations as possible in the agglomeration.

Transformation areas

New quarters are to be created at the individual project locations, which will open up new opportunities to do business and live together for the residents of the trinational agglomeration.

Qualification process

In 2011 a public project call was made, which triggered around 130 project proposals. These were checked in September 2011 by the IBA scientific board of trustees based on the exhibition criteria and prequalified with recommendations for further processing. Around 40 of the prequalified projects were presented to the public at a forum in early November 2011 in the “e-hall” in Basel. For this approach - to involve broad sections of the population in the further development of IBA projects in addition to institutional partners - the IBA Basel was awarded the Werkbund label of the German Werkbund Baden-Württemberg in autumn 2012 .

On the basis of the recommendations made regularly by the IBA Board of Trustees and the IBA Office, partly in the form of public hearings between the Board of Trustees and the project sponsors, the projects have been and will be further developed step by step: First of all, candidates were selected from the project proposals, nominated , then nominated and finally to be awarded the IBA label by 2020 . This step-by-step qualification process was adopted by some of the subsequent IBAs.

Specialist events such as the IBA university laboratory or IBA congresses are intended to contribute to scientifically substantiating the work and projects, strengthening them and giving them impetus.

In the second half of 2013, the IBA projects were presented to the public as part of a project show. The next interim presentation is to take place in autumn 2016.

The IBA Board of Trustees, in cooperation with the IBA office and, ultimately, the IBA Steering Committee are responsible for nominations and the award of the " label ".

structure

Initiated by today's project executing agency , the Trinational Eurodistrict Basel (TEB), the IBA Basel is financed by 19 regional authorities. On the German side, the district of Lörrach , the cities of Lörrach , Rheinfelden (Baden), Weil am Rhein and, since 2014, the state of Baden-Württemberg are involved . On the Swiss side, there are the cantons of Basel-Stadt and Aargau as well as the municipality of Riehen , since 2012 the municipality Muttenz , since 2013 the municipality Münchenstein and since 2014 the municipality Dornach . On the French side, the Haut-Rhin department , the Communauté d'agglomération des Trois Frontières , de la Porte de Sundgau and du Pays de Sierentz as well as the cities of Saint-Louis , Huningue and Sierentz are involved . In 2012, the city of Mulhouse joined the IBA Basel as an associated partner at project level.

organization

The organization of the IBA Basel consists of the trinational IBA office, the scientific IBA board of trustees as an advisory body and the political IBA steering committee as a decision-making body. A technical committee is to ensure that it is anchored in the administrations of the three countries and to support the IBA on a technical level.

implementation

The IBA Basel should reach the presentation year in 2020, but not yet be finished: initiated processes should also have an effect, the results and locations should be the starting point for subsequent work.

In mid-September 2016 the IBA Basel will start the “hot phase” of its implementation: the “IBA kit” will be inaugurated, a red container for presentation and for the participatory dialogue with and between the trinational population.

IBA Basel Expo

From September 17, 2016 to November 20, 2016, the status of the IBA process was made available to the public in the Voltahalle in Basel as part of the "IBA Basel Expo" exhibition .

At the same time as the opening of the IBA Basel Expo, the "3Land-Fest" took place, at which a tugboat on the Rhine between the venues in Hüningen, Weil am Rhein as well as the Klybeckquai and the Rheinpark in Basel: its route denotes that of the three cities in common planned tri-national “Quartier 3Land”.
