Institute for Quality Assurance and Transparency in Health Care

The Institute for Quality Assurance and Transparency in Health Care (IQTIG) was brought into being by the Statutory Health Insurance Financial Structure and Quality Further Development Act ( GKV-FQWG ) passed in June 2014 . The institute, based in Berlin-Tiergarten, works on behalf of the Federal Joint Committee (G-BA) on quality assurance measures and is intended to represent the quality of care in the healthcare system.

Sponsorship and organization

On August 21, 2014, the Federal Joint Committee decided to set up a foundation for quality assurance and transparency in the healthcare system . The foundation under private law will be the sponsor of the IQTIG on the basis of Section 137a (1) SGB V.

The board of trustees consists of ten people, currently Thilo Grüning and Bernd Metzinger from the German Hospital Association (DKG) , Stephan Hofmeiste and Thomas Kriedel from the National Association of Statutory Health Insurance Physicians (KBV) , Martin Hendges from the National Association of Statutory Health Insurance Physicians (KZBV) and Bettina am Orde, Ulrike Elsner , Frank Firsching, Martin Litsch and Wolfgang Schrörs from the National Association of Statutory Health Insurance Funds (as of January 23, 2018).

The board of directors appointed by the board of trustees includes eight people, currently Georg Baum (DKG), Andreas Gassen (KBV), Wolfgang Eßer (KZBV), Doris Pfeiffer, Gernot Kiefer and Johann-Magnus von Stackelberg (all three proposed by the National Association of Statutory Health Insurance Funds), State Secretary Lutz Stroppe (BMG) and Josef Hecken (Chairman of the Federal Joint Committee ) (as of September 27, 2016).

The institute is based in Berlin; its director is the physician Christof Veit .

tasks

For the measurement and presentation of the quality of care, the institute should develop indicators and instruments that are as cross-sectoral as possible, including modules for supplementary patient surveys, and ensure the necessary documentation for cross-institutional quality assurance, taking into account the requirement of data economy. It should take part in the implementation of the cross-institutional quality assurance and, if necessary, involve the other institutions provided for by law. The results of the quality assurance measures should be published in a generally understandable form.

Hospital sector

On the basis of suitable data, which are published in the quality reports of the hospitals, facility-related comparative overviews of the quality in relevant areas of inpatient care must be drawn up.

Quality assurance of outpatient and inpatient care

The institute aims to present the quality of outpatient and inpatient care on the basis of suitable social data in order to promote the further development of quality assurance for selected services. The data are to be transmitted to the institute by the health insurances on the basis of guidelines and resolutions of the Federal Joint Committee.

Development of evaluation criteria

The institute has to develop criteria for the evaluation of certificates and quality seals , which are common in outpatient and inpatient care.

Publication obligation

All results, including those determined on the basis of the evaluation criteria about the informative value of certificates and quality seals, are to be published on the Internet in a form that is understandable for the general public .

Involved

Pursuant to Section 137a (7) SGB V , the National Associations of Statutory Health Insurance Physicians ( KBV , KZBV ), the German Hospital Association , the Central Association of Health Insurance Funds , the Association of Private Health Insurance , the German Medical Association , the German Dental Association and the Federal Chamber of Psychotherapists are responsible for developing the content according to Section 3 to involve the professional organizations of the nursing professions , the scientific medical societies , the organizations at the federal level that are relevant for the protection of the interests of patients and the self-help of chronically ill and disabled people, as well as the Federal Government Commissioner for the interests of patients .
