In the autumn of 1978 the city of Heimsheim was confronted with an institution intended by the state of Baden-Württemberg that kept the Heimsheim town council and the citizens very busy. The state of Baden-Württemberg intended to buy a plot of land on the Stuttgart-Karlsruhe autobahn to set up a correctional facility. When this intention to buy became known, it met with strict rejection from the city and the citizens.

While in 1978 there was talk of building an induction and transport facility near Heimsheim with 400 places in which the prisoners should stay for a maximum of 3 months due to the special purpose, it was announced in 1985 that a normal prison would be built in Heimsheim to replace the Ludwigsburg prison, which was to be dissolved. In the Heimsheim city register, for example, the decision by the state government of Baden-Württemberg to found the Heimsheim correctional facility is reported. The new penal institution in Heimsheim was designated as a replacement for the Ludwigsburg penal institution. The existing plans were adapted in accordance with the intended purpose for an occupancy of around 467 detention places, including the Baden-Württemberg transport center.

The architectural concept on which the new building is based envisages two cross-shaped prison accommodation buildings, a workshop building for various companies, a supply and administration building and a sports hall with an outdoor sports facility within a nearly one kilometer long surrounding wall on the approximately 6 hectare site. Construction began in the autumn of 1986, and the institution was occupied in May 1990. However, the original plan that was not implemented continues to have an impact today. The two accommodation areas still bear the designations "E-Bau" ("Einweisungsbau or Einweisungsanstalt") and "T-Bau" ("Transportbau or Transportanstalt"). In 1996 the additional expansion of an air storey into a prisoner accommodation area was completed. The extended garage and storage building was ready for occupancy in autumn 2000. An extension to an accommodation building created a further 26 detention places and kitchenettes in February 2004.

The correctional facility on the Mittelberg near Heimsheim is not the first prison to be found in the area of ​​the city of Heimsheim. As early as the 19th century, Graevenitz'sche Schloß in Heimsheim housed the "local prison at the same time as a station prison" in the current premises of the city library, which granted "the necessary security", according to the Oberamtsbeschreibung Leonberg 1843. For the first few months after opening, the first director of the institution was Mr. Ltd. Government director Maximilian Schumacher, who moved to the Stuttgart-Stammheim correctional facility on January 1, 1991 as head . His successor, Mr. Ltd. Government director Hubert Fluhr, started his service at the age of 39 as head of the Heimsheim prison on January 1, 1991, where he headed it continuously until September 30, 2016. On April 27, 2014, Mr. Rafael Binkowski aptly described the Heimsheim JVA in the Stuttgarter Zeitung and the Leonberger Kreiszeitung as a “small town” with “its good soul”. The commissioning of a further modular extension building for up to 120 substitute prisoners is planned for 2023.

In the case of adult offenders, the task of the execution of sentences is the matter formulated in Section 1 of the Full Code of Civil Procedure III, namely to enable prisoners to lead a socially responsible life without criminal offenses in the future. The protection of the general public from further criminal offenses is the further task of the prison system (Section 2 (1) of the Full Code of Civil Procedure I).

In the case of juvenile prisoners, enforcement has the crime-preventive task of protecting citizens from crimes committed by young people, according to Section 2 (1) of the Full Code of Civil Procedure I. The young prisoners should be brought up to a life of social responsibility without criminal offenses (Section 1 of the Full Code of Civil Procedure IV).

The neglect of work and performance as well as family and other social obligations, the relationship to money and property, unstructured leisure time behavior and a lack of life planning are indicators that indicate an immediate criminal risk to a person. Conversely, a so-called “crime-resistant constellation” is characterized by the fulfillment of social duties, which include an orderly professional activity, furthermore by an adequate level of demands, the attachment to an orderly domestic and family life and a realistic relationship to money and property. Consequently, the prison has the task of offering treatment measures: training for constant work behavior, dealing with money, building stable relationships, considerate life with others, living with yourself in satisfaction, meaningful leisure time, skillful handling of aggression, reduction of delinquent behavior, reduction of addictive behavior .

As a principle for the design of the enforcement, the legislature has determined in § 2 Paragraph 2 of the Full Code III and Article 2, Paragraph 3 of the Full Code of Civil Procedure IV that life in the prison should be brought into line with general living conditions as much as possible. Furthermore, the prison system is to be set up to help the prisoner to integrate into life in freedom.
