Jasper von Oertzen came from the Mecklenburg primitive noble family von Oertzen and was the third child of the Judiciary Council of the same name and later Prime Minister of Mecklenburg-Schwerin , Jasper von Oertzen (1801–1874). The mother came from the Hamburg merchant family Schuback. Oertzen grew up on Gut Leppin (now part of Lindetal ), which his father acquired in 1836 . He joined the Austrian cavalry as an officer candidate, but broke off his career as an officer prematurely for health reasons, and his attempt to establish himself as a farmer also failed. Von Oertzen was shaped in 1868 by an encounter with Minister Moritz August von Bethmann-Hollweg and Johann Hinrich Wichern , with whom he felt connected from then on. In 1870 he took over the management of the boarding school in the Rauhen Haus in Hamburg and was then head of the newly founded Hamburg city mission from 1875 to 1884 . From 1873 he chaired the Schleswig-Holstein State Association for Internal Mission and was President of the North German Men's and Youth Association from 1880. From 1885 von Oertzen chaired the YMCA in Hamburg. With Andreas Graf von Bernstorff and Eduard von Pückler , he initiated the Gnadau Conferences from 1888 , of which he became chairman. He is considered to be one of the founders of the “modern community movement in Germany”.

After his death, his friends organized a collection of money in his memory and used it to build the Oertzenhaus in Hamburg as the headquarters of the North German Association of Men and Young Men .

Oertzenstrasse in Hamburg-Niendorf is reminiscent of Oertzen .
