Johann Frank (lawyer)

Johann Frank (born March 29, 1929 in Berlin ; † July 7, 1983 in Dresden ) was a German church administration lawyer and president of the Hanover regional church office of the Evangelical Lutheran Church of Hanover .

Life

Frank came from a Prussian civil servant family. He studied law in Tübingen and Göttingen and passed the first state examination in 1951. After his preparatory service with the regional president in Lüneburg and with the Lower Saxony state parliament, he passed the second state examination in law in 1956 and received his doctorate in 1959 under Werner Weber in Göttingen on institutional violence and the prison police .

In 1958 he entered the service of the regional church and became a consultant for building law and civil service law in the regional church office. In 1962 he was appointed senior church councilor. From 1963 to 1970 Frank was legal advisor in the church office of the United Evangelical Lutheran Church in Germany (VELKD). During this time he made special contributions to the creation of a common Lutheran service law. In 1970 the church senate of the Hanover regional church elected him president of the regional church office to succeed Karl Wagenmann . In this function he was also a board member of the Friederikenstift and the Rotenburger Anstalten . In 1975 he became deputy chairman of the Council of the Confederation of Protestant Churches in Lower Saxony.

Johann Frank always remained connected to legal research, with a special interest in church service and labor law. He promoted canon law work at universities and church institutions and from 1976 acted as co-editor of the "Journal for Protestant Church Law". During his time at VELKD he was able to develop his connection to the churches in the former GDR. As president of the regional church office, he especially cultivated relations with the Saxon partner church. During a stay in Dresden for the church convention there , he died of heart failure .
