Johann Huber (born June 24, 1948 in Dietrichshofen, municipality of St. Marienkirchen near Schärding ) is an Austrian former fire department official. He was Vice President of the Austrian Federal Fire Brigade Association , State Fire Brigade Commander of Upper Austria , District Fire Brigade Commander of Schärding and Commander of the Voluntary Fire Brigade Hub .

Life

Johann Huber was born on his parents' farm ( house name Weber ), attended the eight-grade elementary school in St. Marienkirchen and learned the trade of bricklayer . In 1969 he completed his military service in the Austrian Armed Forces , which he finished as a private . In 1970 he joined the judicial station , to which he was a civil servant at the Suben prison until his retirement in 2008 , but was taken off duty due to his duties in the fire service.

Career in the fire department

In 1964, at the age of 15, Huber became a member of the FF Hub . 1970 to 1973 he acted as group commander , 1973 to 1978 as deputy commander, and 1978 to 1985 as fire department commander . The FF Hub has had its own water weir since 1975. Among the numerous courses he completed in the field of fire services were a. those for respiratory protection , water defense I and II, blasting authorization I and II, radiation measurement I and II, fighting forest fires and being a lifeguard .

In the fire department of the Schärding district , Huber was explosive squad leader from 1972 to 1988 and in 1974 set up the district's explosive base at the FF Hub, which forms a special service in the Disaster Relief Service (KHD) of the Upper Austrian Fire Brigade Association . From 1975 to 1982 Huber was the main office administrator for youth work and from 1982 to 1986 the main office administrator for performance competitions . From 1984 to 1987 he acted as commander of the Schärding section (the 15 political districts and 3 statutory cities of Upper Austria are divided into a total of 50 sections in the fire services system) and from 1987 to 1989 as the district fire department commander of Schärding.

In 1988, Huber became a member of the state fire brigade management of Upper Austria as a representative of the Innviertel , before he was elected as deputy to the then state fire brigade commander Karl Salcher on March 31, 1989. His election as state fire brigade commander of Upper Austria took place on October 29, 1991, which meant that a total of 931 fire brigades were subordinate to him. From 1991 to 1999 he was the national competition manager of the ÖBFV , and from September 18, 1993 to September 13, 2008 he was also Vice President of the ÖBFV . In 2004 and again in 2009, Huber was re-elected as state fire brigade commander of Upper Austria, and on May 31, 2011, he resigned from his functions after 20 years of service.

State fire brigade commander

As state fire director, Huber was responsible for over 90,000 fire fighters in Upper Austria, including almost 10,000 members of the youth fire department between 10 and 16 years of age. A particular concern of Huber was to increase the effectiveness of the fire brigades by expanding the base system and disaster relief as well as supporting the Upper Austrian fire brigades and municipalities in purchasing modern equipment. Since 1992 - for the first time since 1953 - women have again been accepted as active members of the Upper Austrian fire brigade, and since 1997 girls have also been accepted into the youth fire brigade, to whom participation in the youth fire brigade performance competitions was opened at the same time.

O.Ö. State fire brigade command and state fire brigade school

At the headquarters of the state fire brigade command and the state fire brigade school in Linz , the available space was doubled through the purchase of land, and a comprehensive construction program was implemented there, which spanned four construction phases and lasted from 1995 to 2011 with interruptions. The fire brigade school was rebuilt and expanded, the practice area in Petzoldstrasse was expanded, the warning and alarm system adapted, the state warning center renewed and the administrative building of the state fire brigade command modernized.

Following proposals and an assessment by the state fire brigade management, the Upper Austrian state parliament passed important laws and ordinances to reform the fire brigade system in this state, in particular the fire police (1994), the organization of fire brigades (1996, 1997) and disaster control (2007 ) put them on new foundations. Also in 2007, new guidelines for the medical service and youth work were introduced for the Upper Austrian fire brigades , in 2008 those for disaster control, and in 2009 the nationwide equipping of the voluntary fire brigades in Upper Austria with lifting devices began.

Private

Johann Huber is married and has two children and several grandchildren.
