The Federal Warning Center  ( BWZ ) is an institution of the Austrian Federal Ministry of the Interior for civil protection within the framework of the State Crisis and Disaster Management  (SKKM). As an alarm center, it is responsible for warning and alerting the entire population in Austria. The control centers of the states are the state warning centers  ( LWZ ).

Function and history

On the one hand, its tasks lie within the republic: in the event of large-scale disasters, it alerts the state warning centers of the individual federal states . In addition, it is responsible for international crisis communication in the event of a disaster: It notifies other countries if they are affected by disasters and acts as a contact point for foreign events that could affect Austria. There are agreements with neighboring countries, with the EU , with NATO and with the UN .

The Federal Warning Center is the permanent observation point of the radiation early warning system and direct communication with the emergency organizations .

The beginnings of the warning services in Austria go back to the 1960s, when the local fire brigades were connected , initially in radio networks , and the avalanche warning services and the needs analysis of torrent control developed in parallel in the Alpine region - the reason for example was the Danube flood in northern Austria in 1954 , the avalanche disasters in winter 1951 and in Walsertal 1954 in western Austria or the flood disaster of Breitenau in 1958 in Styria. After the Chernobyl nuclear disaster in April 1986, the federal government, the federal states and the municipalities jointly set up a comprehensive system to alert the population in the event of civil protection and disasters.
The Federal Warning Center was then set up in May 2003 by merging the coordination  bodies previously located in various departments in a new coordination committee chaired by the Director General for Public Safety (GDföS). The Austrian platform for international humanitarian and disaster relief established in 2000 was also integrated into the new committee. This means that the Security Directorate at the Ministry of the Interior is responsible for the entire coordination of the state disaster control management , crisis management and international disaster relief . Since 2006, the Federal Warning Center has been integrated into the Operations and Crisis Coordination Center  (EKC) of the Ministry of the Interior as the most comprehensive control center for exceptional cases of all kinds.

The state warning centers  (LAWZ), which are set up in the federal states responsible for disaster control, are subordinate to it . These are located (depending on the federal state) at the offices of the state governments , the state fire brigade commandos or state fire brigade schools , as the fire brigade has the most extensive disaster control options, or outsourced institutions. From 1987, after Chernobyl, the state warning centers were institutionalized at state level. After the avalanche disaster in Galtür in  1999, electronic networking in particular was accelerated, and - as part of the eGovernment offensive of the 1990s / 2000s - also with the other civil protection-relevant authorities, such as the ministries and executive bodies ( police , armed forces ), ZAMG , BEV (spatial information ), BAW , die.Wildbach , as well as civil protection associations and emergency organizations such as the Red Cross , Samaritan Association , emergency helicopters , crisis intervention service , but also, for example, water rescue , mountain rescue , rescue dog brigade of the Federal Army, networked, and the specialized warning services (such as weather, earthquake, rays of the ZAMG , Flood of the BAW) integrated. The activation of the warning and alarm system (the sirens) is now also centrally controlled.

Warning associations are also increasingly being formed with the services of neighboring regions abroad, for example the Fastlink project for the seismological service in both Tyrol as part of Interreg  III.
