John Joseph Connolly
John Joseph Connolly PC OBE QC (born October 31, 1906 in Ottawa , Ontario ; † July 25, 1982 ) was a Canadian lawyer , university professor and politician of the Liberal Party of Canada , who was a member of the Senate and temporarily a minister for more than 28 years .
Life
After attending school, Connolly studied at the University of Ottawa and the University of Notre Dame , from which he graduated with a Doctor of Philosophy ( Ph.D. ) from the University of Notre Dame. He completed another law degree at the University of Montreal with a doctorate in law (LL.D.) and then worked as a lawyer , barrister and professor . During the Second World War , he was administrative assistant to Angus Lewis Macdonald , the then Minister of Sea Defense. In this capacity, he was instrumental in the removal of the long-time chief of the Royal Canadian Navy , Vice Admiral Percy W. Nelles , who was accused of failing to manage and train naval officers in January 1944 .
On June 12, 1953, he became a member of the Senate on the proposal of Prime Minister Louis Saint-Laurent and represented the Senate district of Ottawa West until he reached the constitutional age limit of 75 on October 31, 1981 . During his Senate membership, Connolly, who was President of the Liberal Party from January 1, 1961 to January 1, 1964, was a member of numerous committees and chaired the Senate Standing Committee on Domestic Economics and Contingent Accounts between May 16 and December 21, 1963.
On February 3, 1964, he was Prime Minister Lester Pearson as minister without portfolio in the 19 Canadian Cabinet appointed and was this until the end of Pearson's term of office on 19 April 1968. At the same time he acted between February 3, 1964 and April 19, 1968 as chairman of the parliamentary group of the Liberal Party and was thus leader of the government majority in the Senate ( Leader of the Government in the Senate ). Finally, from April 10 to April 24, 1968, he was also Executive Secretary of State for Canada.
His last position was between October 12, 1976 and October 17, 1977, as chairman of the Senate Special Committee for the upper cladding of the Senate Chamber.
