Life

Doctor and MP

Rizzo Naudi, son of Carmel Rizzo and Giuseppina Naudi, began to study medicine at the Faculty of Medicine and Surgery at the University of Malta after attending school , from which he graduated in 1948 with a Bachelor of Science in Medicine . After earning a doctorate in medicine from the University of Malta in 1952 , he worked as a doctor in Malaysia between 1953 and 1961 . This was followed by postgraduate studies in the United Kingdom , where he became a member of the Royal College of Physicians of Edinburgh (MRCPE) in 1964 . After returning to Malta, he became a lecturer in medicine at the University of Malta in 1966 and medical advisor to the Ministry of Health in 1968. In 1971 he was appointed a Fellow of the Royal College of Physicians of Edinburgh (FRCPE).

Rizzo Naudi ran for the Partit Nazzjonalista (PN) for the first time in 1971 for a seat in the House of Representatives, but missed entry into parliament. In the election that followed on September 25, 1976, he was elected a member of the House of Representatives and was a member of the House of Representatives as a representative of the 9th electoral district from the fourth to his resignation on November 8, 1995 in the seventh electoral term .

State Secretary and Professor

After the victory of the Partit Nazzjonalista in the elections to the House of Representatives on May 9, 1987, Rizzo Naudi was appointed by Prime Minister Edward Fenech Adami on May 12, 1987 as Parliamentary Secretary in the Ministry of Social Affairs with special responsibility for senior citizens and tertiary medical education in its first cabinet and held this position Also in the second cabinet of Fenech Adami until February 27, 1992 . In this capacity he founded a new department for care for the elderly and social needs at the University of Malta in 1987 and was largely responsible for its organization until 1995.

In addition to his political career, in 1988 he also took over a professorship in medicine at the Medical Faculty of the University of Malta and at the same time became chairman of the University's Institute of Health Care. As a co-founder of the Institute for Health Care, he modernized the training and professional preparation of nurses and other health care professions and created university bachelor's and master's programs in nursing, physiotherapy, occupational medicine, speech and communication therapy, x-rays, environmental health, nutrition and dietetics, podiatrics and health management . In the healthcare sector, he was directly involved in several innovations such as nursing development, modernization of hospital services, nursing and practice in hospitals. He also launched several new services for seniors in Malta and Gozo and was a co-founder of the University of Malta Institute of Gerontology to promote studies and research in the fields of geriatrics and gerontology.

In 1988 he was one of the key promoters of the first UN Institute for Aging, which was opened in Valletta on April 15, 1988 by then Secretary-General of the United Nations Javier Pérez de Cuéllar . In 1992 he founded the multidisciplinary geriatric rehabilitation project of Malta at the Zammit Clapp Geriatric Rehabilitation Hospital .

In the third Cabinet Fenech Adami Rizzo Naudi acted finally 27 February 1992 until his resignation on 17 April 1995 as Parliamentary Secretary for Home Affairs and Social Development. After leaving the government, from February 1995 until his voluntary resignation in November 1995, he was chairman of the newly established Standing Social Committee of the House of Representatives and a member of the Parliamentary Assembly of the Council of Europe in Strasbourg .

Chancellor of the University of Malta

After leaving the Representative, Rizzo Naudi was appointed Chancellor of the University of Malta on November 8, 1995 by President Ugo Mifsud Bonniċi . For his many years of service as a politician and university lecturer for the Maltese healthcare system, he was appointed Companion of the National Order of Merit (KOM) on December 13, 2001 .

As a result of his initiative, the Institute of Health Care was promoted to the status of a Faculty of Health Sciences at the University of Malta in 2010, divided into ten departments: Nursing, Obstetrics, Medical Laboratory Services, Physiotherapy, Occupational Medicine, Speech and Communication Therapy, X-ray, Environmental Health, Nutrition and Dietetics , Podiatrics and health management.
