Josef Otte

Josef Otte (born March 15, 1931 in Mettingen ; † July 20, 2012 ) was a German miner and a local politician from North Rhine-Westphalia ( CDU ).

From 1969 to 1994 he was mayor of the community of Mettingen, whose development he played a key role in during these years.

Life

Origin and occupation

Josef Otte grew up with his five siblings in his birthplace Mettingen. He remained deeply rooted in the local peasantry in Kidney Castle throughout his life. During World War II , he left school at the age of 13 and worked in agriculture. After his father became an invalid , he broke off a forestry apprenticeship and applied to the Ibbenbüren mine of Preussag , where he was hired as a miner in 1945 thanks to a special permit.

From the 1950s onwards, Josef Otte represented the interests of the miners as a works council of Preussag and as a trade unionist , such as chairman of the IGBE local group in Mettingen from 1975 to 1987. He was also active in the Catholic Workers' Movement (KAB) .

In 1957 he married Hildegard Peters. The Otte couple had four children.

Voluntary local political activity

His local political career began in 1959 after a conversation with chaplain Josef Homeyer . This took the view that Kidney Castle absolutely needs a CDU member in the Mettinger municipal council. Although he actually saw his political home there as a member of the Center , Josef Otte finally accepted and successfully ran for the constituency of Kidneyburg-Nordhausen in 1961. As a supporter of the Christian Democratic Workforce (CDA) he belonged to the left wing of the CDU. For many years, Otte was also the deputy chairman of both the Mettingen local union and the CDU district association.

In 1966 his party friends elected him deputy mayor of the Mettingen community. When Joseph Focke returned the office of mayor in 1969 for professional reasons and for reasons of age, the council elected Josef Otte as his successor. During the following four electoral terms he was then always confirmed by the voters and re-elected by the council as honorary mayor. In the early 1990s he was the longest-serving mayor of the Tecklenburger Land .

Mettingen's face today was created in the course of the town center redevelopment until 1985. Josef Otte's name is inextricably linked with it.

During these 25 years, Josef Otte has played a key role in shaping the development of the Mettingen community in close cooperation with the community directors Heinz König and later Johannes Hackmann. His name remains inextricably linked with the redevelopment of the town center, which began in the late 1960s and was completed in 1985, which - not only because of the relocation of the C. Langemeyer grain distillery - changed the appearance of Mettingen considerably. For this, not only did numerous property negotiations have to be conducted, but a wide variety of interests in the design of the site also had to be reconciled. In doing so, Otte demonstrated great mediation skills, which earned him a high reputation and great popularity as the “black giant” of his hometown. He never saw himself as a party politician, but as a kind of ombudsman across party lines. Nevertheless, there were many disputes in the municipal council in these politically very turbulent years. Looking back, Josef Otte said in 2001:

"Sometimes after a contentious discussion I would go home in the evening and think that tomorrow I will definitely not be mayor anymore."

Josef Otte also earned services in the field of housing construction and schooling for the steadily growing number of Mettingen residents. He also made a significant contribution to the partnership with the Dutch town of Raalte , which was sealed in 1978 . At the end of his term of office, Mettingen also became a state-approved resort in 1992 . District Administrator Martin Stroot - himself mayor of the neighboring municipality of Recke for many years - said in 1991 that during Otte's tenure, Mettingen had "developed into a model municipality in the Steinfurt district and beyond".

After the municipal reorganization , Josef Otte was also a member of the district council of the newly formed Steinfurt district from 1975 to 1989 . He was a member of various committees and also sat on the police advisory board, in the special purpose association Sparkasse Ibbenbüren and in the holding company of the Steinfurt district.

Other social engagement

In parallel to his mayor's office, Josef Otte was also active in various other associations and committees. From 1975 he was deputy chairman of VfL Eintracht Mettingen and later chairman. After he left this post in 2000, the VfL members elected him honorary chairman of the sports club. For the opening of the Tüöttensporthalle in 1993, Otte, in his role as mayor, set up an internal soccer tournament for the Mettinger clubs to maintain contacts. Since then, the Josef Otte Cup he donated has been played annually.

For a time Otte was also a member of the parish administration council of the parish of St. Agatha . He resigned his involvement in the board of trustees of the Mettinger St.-Elisabeth-Hospital when the St. Agatha congregation transferred its responsibility for the hospital to the Mathias Foundation Rheine in 2000. From 2001, however, he was still a member of the board of the Maria-Frieden retirement home, which is also part of the Mathias Foundation.

As a member of the Kidney Castle-Nordhausen shooting club, Josef Otte was crowned king in 1974 and 1978. He was also the "bowling father" of the Mettinger bowling club, Fidelio, founded in 1931 and thus the oldest .

Honorary Mayor Josef Otte died on July 20, 2012 at the age of 81. He found his final resting place in the old cemetery in Mettingen.

Awards

In 1991, Federal President Josef Otte awarded the Order of Merit of the Federal Republic of Germany with the Order of Merit of the Federal Republic of Germany for his “particularly outstanding service to the community” . The council of the municipality of Mettingen recognized Otte's services, among other things, by unanimously appointing him honorary mayor in 1994.
