Jugend Rettet is a Berlin- based non - governmental organization whose purpose is sea ​​rescue in the Mediterranean. Their work is based on the rescue ship Iuventa , which was preventively seized by the Italian public prosecutor's office in August 2017 on suspicion of aiding and abetting illegal immigration .

founding

The association was founded in 2015 by Jakob Schoen and Lena Waldhoff. Other members of the founding team are Sahra Fischer, Alexander Hof, Matthias Schnippe, Pauline Schmidt, Titus Molkenbur and Johanna Bauernschmitt. The association is registered at the District Court of Berlin (Charlottenburg) under No. VR 34604.

The purpose of the association is specified by Jugend Rettet itself as follows:

  • Promotion of aid for refugees and promotion of rescue from mortal danger
  • Promotion of international sentiment and promotion of civic engagement

The funds for the purchase of the ship in the amount of 150,000 euros came from a donation from the Kreuzberg Children's Foundation .

Work and situation in the Mediterranean

The organization Jugend Rettet has three fields of activity:

  • Active sea rescue with the ship Iuventa in the Mediterranean. The 33 m long ship was originally designed as a fishing vessel for the harsh conditions of the North Sea. In 2016 the ship was converted for rescue missions. The name goes back to the Roman goddess Iuventas , the goddess of youth and courage.
  • Political lobbying and public relations.
  • The “Ambassador Network”, a discussion platform for young people on asylum policy.

The current situation in the Mediterranean has changed a. changed dramatically by the closure of the Balkan route and the agreement between the EU and Turkey and thus the closure of the route to Greece. Since 2016, refugees, mainly from sub-Saharan countries, have been using the route from Libya to Italy, which is considered the most dangerous escape route in the world. In mid-2016, Frontex boss Fabrice Leggeri called for more legal entry options to Europe. Nevertheless, around 5000 people died on the way to Europe in 2016 alone.

In 2017, researchers at the University of London contradicted the Frontex allegation that the rescue offer by NGOs was a "pull factor": The NGO fleet responded to changes in smuggling behavior triggered by the anti-smuggling operation (of the EU) (...). [...] While the actions of the SAR NGOs may have unintentionally contributed to solidifying the change in smuggling behavior, there is so far no evidence of criminal cooperation with the smugglers (...)

Code of Conduct and Investigations

At a hearing before the Italian parliament on May 10, 2017, Jugend Rettet rejected the allegations.

In August 2017, Jugend Rettet, like other organizations such as Doctors Without Borders or Sea-Watch , refused to sign the Italian government's code of conduct to regulate their activities at sea. The organizations justify this with passages, some of which are contrary to international law . In addition, the code should include the presence of armed officials from the Italian authorities on board the NGO ships. This was rejected because it would no longer guarantee the neutrality of the non-governmental organizations.

The Italian public prosecutor is investigating 10 former crew members of the Iuventa on suspicion of aiding and abetting illegal immigration and helping people smuggled . Their ship Iuventa was confiscated at the beginning of August 2017 and the public prosecutor's office presented testimony, photos, videos and recordings of conversations that are supposed to prove how the crew did not rescue people from distress at sea in documented cases, but instead took over refugees directly from the tugs when the sea was perfectly calm. Among other things, migrants were taken over by intact boats, with which the tugs then drove back, or empty boats were brought back to a tug, one of which was recognized during a later sea rescue. In the investigation files it is emphasized that the crew of the Iuventa was not interested in any financial gain, but rather the investigators assume a kind of helper protagonism . Jugend Rettet rejected the allegations. On April 23, 2018, the Corte Suprema di Cassazione, as the highest court, found the preventive seizure of Iuventa to be lawful. July 2018, some crew members were suspected of working with Libyan smugglers, for which they could be sentenced to up to fifteen years in prison.

So far there is no trial or procedure against Jugend Rettet. In order to seize the ship Iuventa , other paragraphs were used. Forensic Architecture has created a three-dimensional simulation based on published prosecutorial documents and publicly available information that is intended to refute the allegations. This will be shown at Manifesta 12 in Palermo in 2018 as a Juventa Case in order to create a counter-public beyond the TV images and courtrooms.
