The dentists' Confederation ( KZBV ) is an organ of contracting dental self-government in the form of a public corporation (Kdö.R.). This form of organization only exists in Germany.

A dentist must be a member of a state health insurance association (KZV) in order to be able to settle the treatment of members of the statutory health insurance with the statutory health insurance. The KZBV consists of 17 state KZVs, which correspond to the federal states with the exception of North Rhine-Westphalia, which is divided into two KZV areas (KZV Nordrhein and KZV Westfalen-Lippe).

Each health insurance association leads u. a. Contract negotiations with the health insurance companies at state level and accepts the billing of the contract dentists (colloquially: health insurance providers ), offsets this within the budget with the health insurance companies and pays the fee for the dental services provided and billed in the form of a so-called individual service fee, if necessary within the framework their fee distribution standard (HVM) to their members, the contract dentists.

The tasks of the National Association of Statutory Health Insurance Dentists (KZBV), as well as its member organizations, result from the statutory mandates in the fourth chapter of the fifth book of the Social Security Code (SGB V).

In federal contracts with the statutory health insurance companies, the rights and obligations of the contract dentists are specified, on the basis of which the dental treatment, including the provision of dentures and orthodontic treatment, is to be carried out for the legally insured and their relatives who are also insured.

The KZBV's area of ​​responsibility includes:

  • Protecting the rights of dentists vis-à-vis the health insurance companies.
  • The protection of interests vis-à-vis the supervisory authority and the legislature.
  • Advising the legislature on questions of dental care.
  • Ensuring (guaranteeing) the contractual dental care in accordance with the legal and contractual provisions.
  • Securing adequate remuneration for the contract dentists.
  • The agreement of federal shell contracts.
  • The regulation of the transnational implementation of dental care and the settlement of payments between the statutory dental associations of the federal states.
  • Establishment of guidelines for the operational, economic and accounting management of the dental associations.
  • The appointment of the representatives of the contract dentists in the Federal Arbitration Office , in the Federal Joint Committee (G-BA) and in the evaluation committee .
  • KZBV is a co-partner in gematik .
  • The KZBV maintains together with the German Dental Association (BZÄK), the Institute of German Dentists (IDZ) and the Dental Agency for Quality .

The KZBV is subject to the legal supervision of the Federal Ministry of Health .

Federal Joint Committee

The KZBV is a voting body in the Federal Joint Committee (G-BA), the most important decision-making body for joint self-administration. Together with the corporations and professional organizations of doctors, hospitals and health insurance companies, the KZBV plays a key role in the G-BA's catalog of services for the statutory health insurance (GKV). In Germany, around 90 percent of the population have statutory health insurance. That's about 70 million people.

The organs of the KZBV are a full-time executive committee and the representative assembly according to § 75 SGB V. The executive committee consists of the chairman and two deputy chairmen. The representative assembly, as the highest organ, consists of 60 honorary representatives (delegates). So-called “born representatives” are the two chairmen of the 17 state concentration camps. The remaining 26 delegates are elected according to a proportional key by the representative assemblies of the state concentration camps and sent to the federal assembly. This meets regularly twice a year.

The representative assembly (VV) elects the board and other VV committees:

In the 2017 to 2022 term of office, the board consists of Wolfgang Eßer , as chairman of the board, and the two deputy chairmen Martin Hendges and Karl-Georg Pochhammer .

The Chairman of the Assembly of Representatives is Karl-Friedrich Rommel and his deputies are Bernhard Reilmann and Oliver Woitke.

The board of directors - full-time since 2005 - is supported by the advisory board, which consists of the boards of the state KZVs. The term of office is six years. The current term of office lasts from 2017 to 2022.

The seat of the KZBV is in Cologne. Another office is maintained in Berlin to represent the KZBV at the government headquarters.

  • The Dental Quality Center (ZZQ) is an institution jointly sponsored by the German Dental Association and the National Association of Statutory Health Insurance Dentists .

The results of the statistics department on contract dental care in Germany are published annually in the KZBV's statistical yearbook. The “Information about Dental Medicines” (IZA) are published together with the German Dental Association.

Patient information

On a patient website, the National Association of Statutory Health Insurance Dentists offers patient information on types of dentures and the associated costs - including an overview of advice services offered by the dental self-administration.

Dentistry and dentists under National Socialism

As part of the joint research project "Dentistry and Dentists under National Socialism" by the National Association of Statutory Health Insurance Dentists (KZBV), the Federal Dental Association (BZÄK) and the German Society for Dentistry, Oral and Maxillofacial Medicine (DGZMK) in cooperation with the Institute for History, Theory and Ethics of Medicine at RWTH Aachen University and Heinrich Heine University Düsseldorf, the role of dentistry in the Nazi regime has been systematically processed since September 2016. The results were presented to the public on November 28, 2019.
