Nouira's cabinet
The Nouira cabinet was formed on November 2, 1970 by Prime Minister Hédi Nouira of the Socialist Destur Party (PSD). It replaced the Ladgham cabinet and remained in office until April 23, 1980, when it was replaced by the Mzali cabinet .
Composition and government policy 1970 to 1980
The following ministers and state secretaries belonged to the cabinet:
First Cabinet (November 6, 1970 to October 29, 1971)
The poor state of health and the resulting long stays abroad by President Habib Bourguiba make the question of succession and the future of the presidential system the dominant domestic political issue. The reform wing around the former Interior Minister Ahmed Mestiri prevailed against Bourguiba at the party congress of the PSD (October 11-15, 1971) with proposals to reform the constitution. Bourguiba and Prime Minister Hédi Nouira then ousted the reformers and consolidated their control over the political system over the next few years. In 1971 the ten-year long-term plan started in 1962 came to an end. It defined its own “Tunisian path to socialism” with extensive structural reforms and “autonomous development” through an integrated system of private, cooperative and state-owned companies. The centerpiece was the agrarian reform, which provided for an equalization of property relations, cooperative cultivation and education for a new consciousness. As a result of the plan, extensive government investments in industry increased production by 106 percent between 1962 and 1971, primarily in phosphate mining and oil production, as well as in manufacturing industries such as textiles, building materials and phosphates. In the export period, oil, phosphates and textiles displace agricultural products such as olive oil from the top. Important sources of foreign exchange are tourism and the transfers of Tunisian workers, especially from the former colonial power France and neighboring Libya .
The cabinet was reorganized several times on individual positions, on June 24, 1971, September 4, 1971 and October 23, 1971. The cabinet resigned on October 29, 1971, so that Prime Minister Nouira formed a new cabinet on October 29, 1971 .

Second Cabinet (October 29, 1971 to November 5, 1974)
At the party congress of the PSD (September 12-15 , 1974) in Monastir , Habib Bourguiba was elected party chairman for life. Furthermore, his political ideas are approved by the delegates.
The cabinet was restructured several times on individual positions, namely on March 22, 1972, August 9, 1972, March 17, 1973, June 5, 1973, September 4, 1973, November 5, 1973, November 28, 1973, January 14 1974, March 7, 1974 and September 25, 1974. The cabinet resigned on September 5, 1974 after the election of the National Assembly on November 3, 1974, so that Prime Minister Nouira formed a new cabinet on October 29, 1971.

Third Cabinet (November 5, 1974 to December 27, 1977)
After the re-election of Bourguiba as president and the election of the National Assembly on November 3, 1974, the constitution was changed. The changes stipulated that the Prime Minister would be the designated successor to the President and the National Assembly could elect a President for life.
The cabinet was formed on November 5, 1974 and reorganized several times to individual positions, namely on May 31, 1976, July 21, 1976 and December 9, 1976.
On March 19, 1975, Habib Bourguiba was elected President for life by the National Assembly. With new constitutional amendments in December 1975, the rights of the President are extended again. The regime then followed a harsh domestic policy course against opposition members, especially teachers and students, which resulted in several hundred political arrests. In 1976 and 1977 Tunisia modernized and expanded its armed forces with the support of the USA through arms deliveries and France through armaments and training aid . On June 10, 1977 Tunisia and Libya want to submit their dispute over the delimitation of the common continental shelf, under which rich oil reserves are suspected, to the International Court of Justice (ICJ) for an arbitration decision, which took place on December 1, 1978. The relationship with Libya, which had been disturbed for years, eased after Tunisia had practically revoked the union with Libya that had been decided on January 12, 1974 after three days. In October 1977 the two states decided to work together more closely.
After an open government crisis that led to the dismissal of Interior Minister Tahar Belkhodja , to the replacement of Director General for National Security Abdelmajid Bouslama by Zine el-Abidine Ben Ali, and to the resignation of six other cabinet members on December 24 and 26, 1977, the cabinet closed so that Prime Minister Nouira formed a new cabinet on December 27, 1977.

The cabinet was formed after an open government crisis on December 27, 1977 and restructured several times to individual positions, namely on September 13, 1978, September 20, 1978 and September 12, 1978.
On January 26, 1978 the trade union federation UGTT ( Union Générale Tunisienne du Travail ) called for a general strike. As a result, demonstrations and bloody clashes broke out in several cities, whereupon a state of emergency was declared until February 25, 1978. From July to October 1978 lawsuits were initiated against over 200 union officials.
Social inequality, economic stagnation, inflation and mass unemployment, but also weak governance, caused the organized opposition to grow strongly, which in turn demands social security, civil liberties, above all freedom of the press and the admission of opposition parties. The union opposition operated partly from abroad, as, for example, the former long-time minister and UGTT leader Ahmed Ben Salah fled to Algeria in 1973.
After the election of the National Assembly on November 4, 1979, there was an extensive cabinet reshuffle on November 7, 1979, which included eight ministers and three state secretaries. Among other things, Minister of Social Affairs Mohamed Ennaceur returned to the government, who had resigned on December 26, 1977.
The appointment of Mohamed Mzali as coordinator of government activities due to the illness of Prime Minister Hédi Nouira on March 1, 1980 also led to the return of Driss Guiga to the cabinet, where he became Minister of the Interior. On April 15, 1980 there was another small reshuffle of the cabinet.
On April 23, 1980, Mohamed Mzali finally replaced Hédi Nouira after almost ten years as Prime Minister.
