After the failure of the first government under Jaan Tõnisson, which was in office from November 1919 to July 1920, and the only three-day intermezzo of the Birk government , the task of forming a government fell again to Tõnisson. His cabinet of ministers from the Estonian People's Party ( Eesti Rahvaerakond, ER ) and non-party experts remained in office for 89 days.
