The Eenpalu government was officially the 26th government of the Republic of Estonia since independence was proclaimed in 1918. It remained in office for 522 days.
On January 1, 1938, after a referendum, a new Estonian constitution came into force. It provided for the office of prime minister. The government was appointed by Decree No. 12 of the Estonian President Konstantin Päts on May 9, 1938 on the basis of Section 50 of the Constitution.
President Päts, who had seized power in a bloodless coup in 1934 , wanted with the new constitution and the appointment of his confidante Eenpalu as prime minister to promote a transition of his dictator to a controlled democracy with the continued strong role of the president. However, the parties remained banned.
