According to official counts, the Strandman I government was the fourth government of the Republic of Estonia since independence was declared in 1918.

The government was appointed on May 8, 1919 by the Constituent Assembly of the Republic of Estonia ( Asutav Kogu ). The coalition government was composed of

In the government the three largest parliamentary groups of the constituent assembly had come together (ESDTP 41 seats, ETE 30 seats, ER 25 seats). It initially had a majority of 96 seats in the 120-member constituent assembly.

The greatest challenge was the ongoing war with Soviet Russia , which wanted to forcibly undo Estonia's separation from Russia . Prime Minister Strandman therefore also held the office of Minister of War.

She stayed in office for 195 days. The two ministers of the Eesti Rahvaerakond (ER) left the cabinet on September 20, 1919. The two other parties continued the majority rule for just under two months.
