Kandal ( Khmer កណ្ដាល , transcription: Kândal , IPA : [ kɑnɗal ], meaning: "middle") is a province in Cambodia . The province surrounds the state capital Phnom Penh , which is not itself part of the province. The provincial capital of Kandal is called Ta Khmau ("black old man").
