Oddar Meanchey ( Khmer : ឧត្ដរមានជ័យ , transcription: Ŏtâr Méanchey , pronunciation in IPA : [ otɑr miːə̯nceə̯j ]) is a province in northern Cambodia . It was formed on April 27, 1999 from the northern part of Siem Reap Province and part of Banteay Meanchey Province . Oddar Meanchey already existed from 1962 to 1970 under the regime of Norodom Sihanouk's Sangkum Reastr Niyum , but was later an administrative no man's land alternately as a district or province under changing regimes.
The provincial capital is called Samraong ( Sâmraông សំរោង [ samɽaːo̯ŋ ]). Anlong Veng is better known as the former final retreat of the Khmer Rouge and the place where Pol Pot died, as well as the border town of O Smach, where several casinos have been built that are mainly visited by Thais.
