Like his older brother and predecessor Philibert I , Karl was still a minor when he became Duke. The French King Louis XI. , related to Charles's family through his marriage to Charlotte of Savoy , exerted his influence and ensured that Charles was educated by the Count of Dunois at Château-Renaud in France . Karl received a solid education and spoke Latin and Greek.

Shortly after Karl Philibert succeeded the Savoyard throne, his mentor Louis XI died. in August 1483 and in November of the same year Charles, now 15 years old, was solemnly installed in his rights in Turin . The young duke showed a lot of energy at an early stage in order to strengthen his country again, which had lost power in previous years in disputes with Burgundy , the Confederates and Milan . He made Antonio da Campione his chancellor . He himself married Bianca von Montferrat , who was four years his junior and daughter of Margrave Wilhelm X. from the house of palaeologists .

Inside, Charles prevailed against insubordinate nobles, above all Claudio von Racconiggi , Marshal of the Duke, whom Charles relieved of his offices and dignities after a rebellion. While Savoy with its eastern neighbor Montferrat was allied, it came with Set in the west between Savoy and France Saluzzo under Margrave Ludwig I (who was married to Bianca's sister Johanna) in 1487 for war. With his advance against Carmagnola and Saluzzo, Charles forced Ludwig into submission, who kept his margraviate, but Karl swore allegiance to him. This led to differences of opinion with France's King Charles VIII , who also claimed feudal sovereignty over Saluzzo. A meeting between the King and Duke in Tours on this question ended without result; the question initially remained open until Saluzzo fell to France in 1543. Karl finally returned to his court in Turin, where Bianca gave birth to a son, the heir to the throne Karl Johann Amadeus, in 1488 . However, the duke soon fell ill, as it is called, from "languor" and died in 1490 shortly before his 22nd birthday.
