From 1895 he was a member of the Bohemian Landtag , from 1900 to 1918 a member of the Austrian House of Representatives and between 1916 and 1917 Minister of Commerce in the Imperial and Royal Government and between 1918 and 1919 State Secretary for Trade of the Republic of Austria.

Life

Urban was born as the son of a brewery owner in Prague and graduated from the law faculty of the University of Prague after attending elementary school and high school. After obtaining his doctorate, he worked in his father's company and was president of the joint stock brewery in Pilsen . Between 1895 and 1918 he worked as a member of the state parliament in the Bohemian state parliament. In 1900 he moved to the Austrian House of Representatives, where he was able to defend his seat in the first general election (male suffrage). In 1907 he achieved only 31 percent of the votes or second place in the first ballot in the electoral district of Bohemia 87 (cities Saaz, Kaaden, Podersam and Duppau), but was able to prevail in the runoff against the social democratic competitor Anton Dietl with 58 percent. Subsequently, he was, among other things, the deputy chairman of the economic committee and a member of the tax committee. In the 1911 Reichsrat election, Urban already got 51.9 percent in the first ballot and was thus able to defend his seat in the House of Representatives in the first ballot. From 1911, Urban was again a member of the Economic Committee and the Finance Committee.

From 1916 to 1917 Urban was also the Imperial and Royal Trade Minister of the Austrian government and from October 30, 1918 to March 15, 1919 State Secretary for Trade, Industry and Trade, War and Transitional Economics of German Austria . At the same time he was a member of the Provisional National Assembly from October 21, 1918 to February 16, 1919 while he was State Secretary . In the mid-1930s he was also chief curator of the Böhmische Sparkasse in Prague, board member at Semperit in Vienna and Cosmanos, United Textile and Printing Inks in Josefsthal . He was also Vice President of the German Theater Association and President of the Working Group of Economic Associations and a member of various associations with socio-political, cultural and other orientations.
