Kaspar Meier was born on October 20, 1917 in Rothenburg as the son of the master baker and later manager of Auto AG Rothenburg Caspar Meier Senior. He completed his law degree at the University of Zurich .

As a result, Meier worked as a lawyer . Meier also acted as a part-time director of the Central Switzerland Chamber of Commerce between 1958 and 1986. He was also the managing director of the Society for Lucerne Oil and Natural Gas Research, the Leag, President of the Cooperative for Workers' Housing and a member of the central board of the Swiss TV and Radio Association , the Hofer Club. In addition, Meier held many board memberships, mainly for Lucerne companies with a focus on industry, construction and energy. In the Swiss Army he served with the rank of lieutenant colonel .

He was married to Annemarie, the daughter of Josef Grossmann. Kaspar Meier died on April 21, 1998, half a year after turning 80 in Lucerne. He was the brother-in-law of the lawyer and politician Anton Muheim .

Kaspar Meier initially worked as the town clerk for Lucerne between 1948 and 1953 . After that he worked until 1958 in the Lucerne city ​​council as police director or head of the city's enterprises. Meier also served as President of the Lucerne Young Liberals from 1947 to 1953, then eight years as Vice President of the Liberal Party of the City of Lucerne. At the cantonal level, Meier was represented in the Lucerne Grand Council between 1950 and 1971 , including 14 years as president of the liberal parliamentary group. In addition, he sat on the National Council from 1971 to 1983 .
