Foon, a member of the Wolof tribe , attended the Mohammedan School in Bathurst before accepting a civil service job. In 1945 he trained as an auditor in London and returned to Gambia in 1955, where he founded his own company in Bathurst (the then name of Banjul ). He married the British born Marion Foon .

During his stay in London he met Kwame Nkrumah , who influenced him. He formed the Gambia League and worked closely with other nationalists from the British territories in Africa on their African independence. In 1957 Foon received support from the Gambia National Party (GNP) and became its president. After the dissolution of the GNP in 1960, Foon joined the Gambia National Union (GNU), which had formed an alliance with the United Party (UP). In the administrative unit Kombo St. Mary Foon came in the elections for the House of Representatives in 1962 on behalf of the UP in the constituency of Bakau . Foon was defeated by his opponents of the People's Progressive Party (PPP). In the following elections in 1966, Foon, who ran again on behalf of the UP, was defeated by a candidate from the PPP.

In 1971 a by-election was called in the constituency of Saloum ( Georgetown administrative unit ) in January , in which Foon participated but was subject to the PPP against his candidate. In the next elections in 1972 and 1977 Foon ran again in Saloum, each defeated by a candidate of the PPP.

In a 1977 by-election in the constituency of Banjul Central Foon ran again and was defeated as in the elections in 1982 and 1987 in which he ran in the constituency of Banjul Central.

At least in the period from 1979 to 1986, he worked as a notary ( notary public act).

Foon retired from politics after the 1987 election and died in May 2002.
