Key Pousttchi (born October 23, 1970 in Rheine ) is a former officer , German business IT specialist and professor of digitization.

Life

Pousttchi joined the Bundeswehr in 1989 and was trained as an officer in the 31st Panzergrenadierbrigade in Oldenburg . He is a graduate of the Armored Troop School and the Army Officer School , where he served under Hans-Hubertus Mack . After his first leadership positions in tank and tank reconnaissance troops, he studied economics and organizational sciences with a focus on business informatics at the University of the Bundeswehr in Munich from 1992–1996 . In his diploma thesis, he already dealt with the connection between the use of information technology and the organizational design of business processes in companies, which today is one of the main influencing factors of digital transformation . After completing his studies, he went through several assignments, including in 1997/98 as press spokesman for the Franco-German Brigade as part of the SFOR mission in Sarajevo under the command of Hans-Otto Budde . In 2000 he returned to the University of the Federal Armed Forces in Munich as a scientist.

From 2001 he built up the wi-mobile research group at the University of Augsburg , where he also received his doctorate and habilitation . There he was particularly active in the field of mobile commerce and mobile business . From 2009 to 2010 he was also provisional head of the Business Informatics I working group (previously Claus Rautenstrauch ) at the Faculty of Computer Science at Otto von Guericke University Magdeburg . From 2015 to 2020 he held the newly established chair for business informatics and digitization at the Faculty of Economics and Social Sciences at the University of Potsdam. His dismissal by the faculty in 2020 is controversial. Since 2017 he has been director of the Institute for Information Systems and Digital Society.

In teaching at the University of Potsdam, he introduced the first German master’s course "Business Informatics and Digital Transformation", which opened in October 2017.

In practice, he headed the “National Roundtable M-Payment” standardization committee of German banks and mobile phone providers in 2004/2005 and was a member of the “Mobile Enterprise” expert committee on behalf of the Federal Ministry of Economics in 2006/2007 . He is the founder of the oldest German mobile business conference MCTA . Internationally, he became known primarily for his work on mobile payment and mobile marketing , in particular on user acceptance, strategic analysis and systematic construction of mobile phone payment methods and new forms of advertising. Later on, he was very much concerned with the effects of the “megatrend mobile”, that is, of smartphones together with big data , on the real economy and on social developments.

His scientific work includes 11 books and more than 60 scientific articles in specialist journals. In 2003 he published the first German-language textbook on mobile commerce .

Research areas and positions

Pousttchi researches digitization from different perspectives and with a holistic approach. He regards this as a modern framework for the actions of individuals, companies and government organizations. In his view, the essential factors technology - economy - people / society form a triangle in which the interdependencies between the three factors are decisive. He regards digital transformation as a necessary reaction to digitization, for which technical knowledge is an indispensable prerequisite, but for the success of which an interdisciplinary approach is required. In particular, he criticizes the unprofessional nature of the discussion and calls for well-founded training.

Cellular networks and 5G

He attributes the lack of cell phone coverage in Germany to unsuitable award procedures for cell phone licenses, which are carried out by the Federal Network Agency in accordance with the requirements of the Federal Ministry of Economics . These were only suitable for the construction period in the 1990s. In particular, he criticizes the fact that there are no incentives for area coverage, which in a European comparison can be attributed to the very high mobile phone tariffs in Germany and which result in significantly higher mobile phone radiation than necessary. The solution is a uniform, nationwide mobile network in the hands of a neutral operating company. The competition does not have to take place on the Internet , but on the Internet . This is also the most economical solution for the mobile phone providers themselves, which they should actually have pursued on their own initiative, but for which they lack the ability to reform and innovate. The 5G discussion in Germany is u. a. due to this lack of network coverage shaped by misconceptions. The main benefit lies in the low latency of 5G, the AI - and cloud solutions on devices with low processing power in real time make available and ideally for a European smartphone - operating system should be used, the Europa again American US on par with market participants could bring.

Digital transformation of SMEs

Pousttchi has long called for digital transformation to be one of the main areas of training in business informatics in Germany. With the support of other well-known professors, u. a. Jörg Becker , Thomas Hess and Jan Marco Leimeister , he was able to prevail in 2017.

He sees medium-sized companies in particular as a field of action for Germany. For the digital transformation of small and medium-sized enterprises, he proposes a clear structured approach before that from a technology portfolio the use of 10 technology-action types (Technology Impact Types) is at the center along the three dimensions of service provision model , power supply model and customer interaction model of Company to be developed.

Digital transformation of retail, banking and insurance

Pousttchi has been investigating the changed situation of retail, banking and insurance due to digitization since 2011. In the case of banks in particular, he notes a tendency towards "facade digitization " , in which the image of a digitized organization is generated externally, while the old systems and processes are still used internally, which means that really modern services are not possible at all. At the same time, there is a massive change in customer decision-making behavior and the type of customer-bank relationship. In the documentation for the ZDF series Bad Banks , he criticizes both the unsustainable digitization approaches of traditional banks and the ultimately even less customer-friendly optimization behavior of FinTech companies, which only aims to be bought up by the large Internet companies.

For insurance companies, he primarily predicts significant changes in the value network due to the platform economy.

Digital policy

From Pousttchi's point of view, digitization changes the framework conditions for political action in many ways, on the one hand, and on the other hand it must itself be the object and means of future-oriented politics in many political fields. One of the central problems is that the effects of digitization on one of the many "construction sites" look simple at first glance. He criticizes that this leads the political actors to a simplified view. However, the problems can only be solved with a systematically developed approach that is oriented towards the long-term real effects. He names the areas of law, security, economic development and social development as well as the modernization of public administration as fields of action for a contemporary digital policy. Overall, he demands that Germany “must reflect on its engineering spirit: Then we can play at the front again. And have a say in the rules before Apple, Google Facebook or Amazon do. "

honors and awards

Pousttchi has received two awards from the International Conference on Mobile Business (ICMB) for the best research contribution (2004 in New York and 2008 in Barcelona). In 2009 he received the award for the best research contribution from the Journal of Information Technology for an article in the field of mobile business , for which he was nominated for the world's best research article by the international business informatics organization AIS in the following year. In 2010 he was honored with the science award of the Viermetz Foundation.
