Kuutuktu , also Hutuktu or Khutukhtu , ( Chinese  呼圖克圖  /  呼图克图 , Pinyin Hūtúkètú , W.-G. Hu-t'u-k'o-t'u ; transcription from Mongolianᠺᠦᠲᠠᠭᠲᠦ, хутагт, Khutagt ; Tibetan ཧོ་ ཐོག་ ཐུ་ Hutuktu , Wylie ho thog thu ) meaning "long-lived person" in the sense of immortality, is a title given by the imperial government of the Qing Dynasty to great living Buddhas of Tibetan Buddhism in the Tibetans and Mongolian areas of China.

Living first-class Buddhas were recorded in the Lifanyuan Register , maintained by the Ministry of Minority Affairs in the Chinese Empire of the Manchu Dynasty . So every reincarnation (reincarnation) had to be recognized by the central government, which gave the born again a corresponding title.

Since the reign of Emperor Qianlong , reincarnation had to be confirmed by the Qing government being drawn from the golden urn . The status of the Kuutuktus ranks second after the Dalai and Panchen . Some great Kuutuktus had taken over the office of regent in the local government in Tibet . By the end of the Qing Dynasty , two hundred and forty-three Kuutuktus were registered in Lifanyuan.
