Drug lord Frank White is released from prison. As soon as he is at large, he has his adversaries eliminated in order to bring the drug trade in New York City under his control. In a hotel suite, Frank celebrates the release with some of his gang members and his lawyer Jennifer, who is also his lover.

During a dinner with his lawyers, Frank mentions that he wants to become mayor. Therefore, a meeting with Mafia boss Clay should be arranged. However, Clay refuses to meet Frank and insults him. Then Frank pays the mafioso a visit and shoots him. Before Frank leaves the scene, he offers Clay's gang to work for him from now on and some follow him promptly.

The next evening, Frank goes to a theater performance where he meets Detective Bishop from the Drugs Department. This wants to put a stop to Frank and his illegal machinations. When the gangster is confronted with the murder of Emilio El Zapa, which Frank's men killed, he denies any connection to the murder case.

The next day, in Chinatown, Frank meets with the drug dealer Larry Wong, with whom he wants to make a deal. The two cannot come to an agreement, however, as Frank insists on using part of the profits from the drug trade to finance the construction of a hospital in the troubled South Bronx district. So the two split up without a deal. Meanwhile, police have arrested several members of Frank's gang for the murder of El Zapa, including Jimmi Jump. Frank gives bail and releases his cronies. With these he goes to Chinatown, where they kill Larry Wong and steal his cocaine.

While Frank tries to raise money for the construction of the hospital, some police officers under the command of Detective Bishop decide to stop Frank out of court. Disguised as a drug dealer, they storm a club where Frank is celebrating and shoot some of his gang members. Frank and Jimmi Jump manage to escape in a limousine. The two gangsters split up. While Frank continues to flee, Jump stays behind to take care of the police. In a shootout, he kills Officer Flanigan before being shot by Officer Gilley. When Gilley attended Flanigan's funeral a few days later, Frank shot him dead with a shotgun .

On the same evening, Frank gains entry to Detective Bishop's apartment. While threatening the police officer with a gun and handcuffing him to a chair, he confesses to all the murders he and his gang have committed and tells Bishop that he has put a bounty on him. When asked why Frank committed the murders, Frank replied that he never killed anyone who didn't deserve it. After Frank has left the apartment, Bishop is able to free himself and pursue the gangster. In the subway they fight a shootout in which Bishop is killed and Frank is injured. Finally Frank dies of his injuries in a taxi.

Success and Awards

The film premiered on September 22, 1990, the United States premiere and played about 2.5 million US dollars. In Germany it came to the cinema on October 11, 1990 and was later indexed; this indexing was not lifted again until June 2013. After a re-examination by the FSK in August, the film was released in full from the age of 16. Abel Ferrara won the 1991 Mystfest Award in the Best Director category for the film , and the film was also nominated for Best Picture . That same year, the film was nominated for Best Cinematography at the Independent Spirit Awards .

The Italian politician and entrepreneur Silvio Berlusconi played a major role in the production of the film . He funded the film with the help of New York producer Jay Julien and some Italian donors. The Italian production company Reteitalia SpA acted as the production company and rights holder . The film was shot on 35mm film in New York City from April 19, 1989 to June 14, 1989 .
