As a German corporation under public law and company social institution of the Federal Railroad Assets (BEV), the health care of the Federal Railroad Officials ( KVB ) fulfills welfare obligations according to Section 78 of the Federal Civil Service Act . The KVB offers civil servants of the federal railway assets, civil servants assigned to Deutsche Bahn  AG who are on leave, retired civil servants, their relatives and surviving dependents, protection against financial burdens in the event of illness, birth and death. The KVB is not a health insurance company within the meaning of the fifth book of the social security code . Rather, the KVB fulfills the employer's duty of care in cases of illness in a special form. Therefore, the general federal aid regulations do not apply to health care for federal railway officials. For officials of the federal railways who are not members for special reasons, the KVB is the competent aid agency of their employment authority.

The KVB currently looks after around 170,000 members. Together with the co-insured relatives, over 250,000 insured persons are entitled to benefits from the KVB (as of December 31, 2017). The KVB has been closed since the rail reform and generally no more members are accepted. In 2014 a surplus of around 7.8 million euros was achieved. The KVB district managements processed around 2.4 million applications in 2014 and spent around 1.5 billion euros on benefits in the event of illness, birth and death.

The business area of ​​KVB is divided into five administrative districts. In each administrative district, the business is run by a district management and directed by a district manager.

The Federal Ministry of Transport and Digital Infrastructure is responsible for general supervision of the KVB ; the professional supervision by the President of the Federal Railways Assets.

Membership numbers

The KVB looks after around 152,000 members. Together with the co-insured relatives, over 225,000 insured persons are entitled to benefits from the KVB. (As of December 31, 2019).

history

  • April 1, 1926 - Foundation of the Reichsbahnbeamten-Krankenversicherung (RKV)
  • February 24, 1928 - The Reichsbahnbeamten-Krankenversicherung is granted legal capacity as a public corporation by the Prussian State Ministry
  • June 1, 1951 - Identical and legally identical continuation of the corporation of the RKV as "Sickness Care for Federal Railroad Officials (KVB)"; The Federal Republic of Germany becomes the sphere of activity
  • January 1, 1959 - Introduction of federal state aid regulations for granting benefits in the event of illness, birth and death.

  • January 1, 1994 - The Railway Reorganization Act comes into force. The health care of the federal railway officials was closed on December 31, 1993 in their portfolio. As of 1994, no new civil servant relationships will be established at Deutsche Bahn AG , so that from this point in time no new people can be accepted into the health care of the Federal Railroad officials, with the exception of future family members (children, spouses, etc.) of the existing railway officials.
