Cultural politics

Cultural policy studies is research on cultural policy and the teaching resulting from research. In this interdisciplinary sub-area of policy field analysis , art and history, social sciences, law and economics work together.

The scientific community of different countries

A controversial scientific community has formed in various countries . It reacts to the respective historical constellation of its cultural policy. At the beginning of the 1990s, cultural policy research and cultural policy studies developed from cultural studies in the Anglo-Saxon region . Cultural studies have now fanned out into different schools . In 2016 the 9th International Conference on Cultural Policy Research (ICCPR) will take place in Seoul, South Korea. The 8th edition in 2014 was organized by the Hildesheim University Foundation . The ICCPR conferences are in the context of the former European Journal of Cultural Policy (1994–1997) and today's International Journal of Cultural Policy (1997-present), which is published by the Center for Cultural Policy Studies at the University of Warwick. Since 1998 the Council of Europe has been drawing up a continuously updated inventory of the cultural policies of its member states (16th edition 2015).

In Japan there are a number of chairs and a cultural and political society based on the German model (日本 文化 政策 学会, The Japan Association for Cultural Policy Research). In Finland, the University of Jyväskylä has offered a relevant doctoral program since 1990 and a master's degree program in cultural policy since 2000 . In France, the state has its own research department within the Ministère de la Culture et de la Communication and in Grenoble the Observatoire des politiques culturelles . Masters courses with a cultural and political science profile are offered by the Universities of Lyon, Nantes, Paris Diderot-Paris 7, Pau et des Pays de l'Adour and Stendhal-Grenoble 3. In Italy, Scienze dei beni culturali are offered nationwide. In Poland, cultural political science was established in particular at the Instytut Kultury of the Jagiellonian University and at the International Cultural Center, both in Krakow. University professors in German-speaking countries who are explicitly appointed for cultural policy studies are Wolfgang Schneider in Hildesheim and Matthias Theodor Vogt in Görlitz. Armin Klein is an expert in local cultural policy . Steffen Höhne , Bauhaus University Weimar, is an expert on US-American-European comparative studies of cultural policy . Tasos Zembylas , specialist in state-Austrian cultural policy, is professor for cultural management at the Institute for Music Sociology at the University of Music and Performing Arts Vienna. “Increased research on cultural policy” is one of the key cultural policy issues of the grand coalition of 2013. The scientific situation in Germany is characterized by numerous interlinkages between cultural economics , cultural management and cultural policy .

Outside the directly academic area, numerous actors from civil society reflect on cultural policy, including in particular

  • the Evangelical Academy Loccum with its (since 1977) 61 colloquia on cultural policy,
  • the SPD's "cultural forums" founded by Willy Brandt in 1983,
  • the Institute for Cultural Policy of the Cultural Political Society founded in 1996 as part of the Berlin-Bonn Compensation Financing , the "nationwide association of people interested in and committed to cultural policy since 1976", with its yearbook for cultural policy (since 2000), the federal cultural policy congresses (since 2001) and the Cultural Policy Information System (revised 2008).
  • the Potsdam talks on cultural policy of the Konrad-Adenauer-Stiftung , founded and always led by Norbert Lammert in 2001 ,
  • Politics and Culture , the magazine of the German Cultural Council, the umbrella organization of the federal cultural associations, under the direction of Olaf Zimmermann and Theo Geißler .

UNESCO definition of the field of cultural political science

On the initiative of the Division of Cultural Policies, the General Directorate of UNESCO held a meeting of experts on Cultural Policies: Training and International Cooperation in Paris in November 2000 . The following specific areas of work in cultural political science from the perspective of UNESCO were named:

  • Cultural diversity
  • the role of culture in the one world perspective
  • Culture for peace
  • the arts as a regulatory force of society
  • Decentralization and citizen participation
  • equal access to cultural life, especially between men and women
  • Culture for civility / citizenship
  • Culture as the heart of development.
