Matthias Theodor Vogt (born May 5, 1959 in Rome ) is a German cultural historian and author of numerous studies on the cultural prerequisites for strengthening democratic potential in Europe.

The University of Pécs appointed him Professor Honoris Causa in 2012 , and the Republic of Poland appointed him Officer of the Polish Order of Merit in 2014 in recognition of his commitment to German-Polish cooperation. Vogt is Roman Catholic, married and has three children.

Life

Matthias Theodor Vogt grew up in and near Freiburg im Breisgau . He is a grandson of the Königsberg Anglist Theodor Spira (1885–1961), whom the Nazi regime relieved of his chair in 1940 because of his political and religious convictions and who, after the war, worked in the Hessian Ministry of Culture for the settlement with Israel; Nephew of the classical philologist Andreas Spira (1929–2004) from Mainz and brother of the Marburg Latinist Gregor Vogt-Spira (* 1956) and the Munich social ethicist Markus Vogt (* 1962).

Vogt studied theater studies , philosophy , German literature and musicology at the universities of Munich, Paris III, Aix-en-Provence and Berlin, after having learned the cello first with Nikolaus Uhlenhut at the Basel Conservatory and later with Atis Teichmanis (Freiburg University of Music). During his studies in Munich, Vogt was private secretary to Hans Lamm , the president of the Jewish Community in Munich and Upper Bavaria . In 1983 he graduated with a Magister Artium from the Ludwig Maximilians University in Munich with Klaus Lazarowicz and Susanne Vill . In 1988 the doctorate to Dr. phil. with Carl Dahlhaus at the Technical University of Berlin and in 2008 Dr. habil. at the University of Pécs . As a reviewer, he worked u. a. for the Volkswagen Foundation and in the selection process of the German National Academic Foundation. Vogt has been giving lectures in German, English, French and Italian since 1983, mainly in Europe, Japan and the United States.

From 1979 to 1985 he worked as a journalist, particularly on modern music theater and theater construction in the Frankfurter Allgemeine Zeitung , Neue Zeitschrift für Musik , Österreichische Musikzeitschrift , Falter Wien, Sender Freies Berlin , Bayerischer Rundfunk , Westdeutscher Rundfunk , Saarländischer Rundfunk , Österreichischer Rundfunk , Radio France Musique Paris.

From 1986 to 1989 Vogt was in charge of public relations at the Bayreuth Festival , where he was, among other things, responsible for the programs. He worked at the Salzburg Festival , the Vienna State Opera , the Teatro alla Scala di Milano , the Biennale di Venezia , the National Theater Russe , the Moscow State Operetta , the Shanghai Music Academy , the Théâtre du Châtelet Paris and the Aquario Romano in Rome , among others Luigi Nono , Luciano Berio and Karlheinz Stockhausen at the world premieres of Prometeo , Un Re in Ascolto and Saturday from Light .

Matthias Theodor Vogt is considered to be the "father of the Saxon cultural area law " (SächsKRG of January 20, 1994). The first German cultural obligation and cultural obligation-purpose association law was later suggested to other countries as a model by the Enquete Commission on Culture in Germany of the German Bundestag. Vogt developed the concept of the law and, as coordinator of the Saxon cultural areas, played a leading role in its enforcement and implementation until 1995. In November 1995, he did not accept another appointment to the State Ministry for Science and Art by Prime Minister Kurt Biedenkopf .

In 1994, Minister of State Hans Joachim Meyer and Matthias Theodor Vogt founded the Institute for Cultural Infrastructure Saxony (IKS), of which Vogt has been director ever since. In 2014, Bundestag President Norbert Lammert summed up the first twenty years of the Institute's work.

In 1997 Vogt was appointed professor for cultural policy and cultural history at what is today the Faculty of Management and Cultural Studies at the Zittau / Görlitz University of Applied Sciences. He was visiting professor at the Technical University of Dresden from 2001–2005 , from 2002–2010 at the Charles University in Prague , 2003 at the University of Wroclaw , 2009 at the University of Sannio Benevento, 2012 at the Jagiellonian University in Cracow and in 2013 and 2014 visiting professor at the University of Vienna.

In 1997, Vogt founded the “Culture and Management Görlitz” course under the joint responsibility of the Institute for Cultural Infrastructure Saxony and the Zittau / Görlitz University of Applied Sciences . Patron Federico Mayor , Director General of UNESCO , characterized the Görlitz approach with the words: “Mobilizing support for the arts has become an art in itself. It calls for individuals combining economic flair, a grasp of social legislation, familiarity with an increasingly diverse cultural scene, and an uncompromising commitment to meticulous organization. ”In 1998, the course was awarded by the Stifterverband für die Deutsche Wissenschaft.

Science for Political Practice

Since 1990 Vogt has been researching the cultural basis of transformation processes in Europe. He is particularly interested in strengthening democratic potential, not least in the German and European periphery beyond the metropolitan cities as well as methodological aspects of cultural policy studies .

In 2016 he presented the migration study Arriving in the German world . Among other things, she continues earlier studies on friendliness towards minorities and foreigners at the beginning of European statehood, as well as the work The foreigner as enrichment and minorities as added value of the Collegium Pontes Görlitz-Zgorzelec-Zhořelec .

The principal-agent -Potentiale for a strengthening of the local citizenship has examined Vogt among others in Erlangen, the medium-sized towns Landsberg am Lech and Pforzheim and the small town of Altoetting and the community Gundelsheim near Bamberg.

For the Enquete Commission on Culture in Germany of the German Bundestag, Vogt analyzed the contribution of churches and religious communities to cultural life in Germany.

In the field of minority policy, he conducted research on the Lusatian Sorbs and the situation in the Caucasus.

Under the joint patronage of the German, Polish and Czech Foreign Ministers, the trinational Collegium Pontes Görlitz-Zgorzelec-Zhořelec researched basic issues of social cohesion in Europe from 2002 to 2009 .

Vogt is co-editor of the European Journal on Minority Issues EJM (Vienna, Berlin), the Rivista interdisciplinare di Studi Europei / Review of Interdisciplinary Studies on Europe RISE (Naples), the trilingual journal Culture management - Cultural Management - Zarządzanie Kultura and the Towarzystwo Doktorantów Uniwersytetu Jagiellońskiego ( both Krakow).

He has written around 400 books and essays as an author, co-author, editor and co-editor.

In the context of analyzes of the soft power potential in Africa, Vogt accepted the invitation of the Federal Chancellor's Personal Africa Commissioner and Africa Commissioner of the Federal Ministry for Economic Cooperation and Development (BMZ) , Günter Nooke , to a delegation trip “On the cultural and religious dimension of Sustainability ”by Ghana and Cameroon and organized the return visit of a delegation of twelve traditional authorities from sub-Saharan Africa (Cameroon, Benin, Gabon) to the Free State of Saxony in June 2018. Ahead of a media public discussion of African Affairs with the Association African Studies on 13 February in 2019 asked BMZ Vogt to an assessment of a person addressed to the Federal Minister Protest letter of 15 November 2018 in which the Association had demanded the dismissal Nookes. In the report, Vogt listed a collection of comma and typing errors in the protest letter and accused the author Raija Kramer of plagiarism, "false information" and "falsifying data". At the end of the letter, the recommendation followed that the ministry should send the report to the President of the University of Hamburg, Mrs. Kramer's employer. The assessment of the conversation with the professional association that Vogt moderated was different; In retrospect, Vogt was referred to as the "Inquisitor"; his report and his conduct in conversation were seen as attempts at intimidation. Olaf Zimmermann , managing director of the German Cultural Council, assessed Vogt's report as a direct "attempt to intimidate an honorary chairman of an association in the immediate vicinity of a representative of the Federal Chancellor" and published the letter. Vogt described the conversation as harmonious and defended his report.

Vogt belongs to the social wing of the CDU and is regularly active for all parties in the democratic spectrum. Vogt was a candidate for the Christian Democratic Union of Germany in the European Parliament elections on May 26, 2019 . He was in 6th place on the state list of the CDU Saxony .
