Lídia Norberta dos Santos Martins (born August 27, 1980 in Darulete , Liquiçá , East Timor ) is a politician from East Timor and a member of the FRETILIN party .

Martins holds a degree in International Relations from the Instituto Superior de ciências sociais e politicas of the University of Lisbon .

From November 2000 to January 2001, was a secretary in the administration of the sub-district Bazartete of UNTAET . From February to October 2007 she was Executive Secretary to the State Secretary in the Ministry of Defense and from February 2008 to October 2008 Secretary of the Chefe do Estado-Maior-General das Forças Armadas (CEMGFA), the General Staff of the Defense Forces of East Timor (F-FDTL), and Head of Administration and finance of the Joint Command of Operation Halibur . This was used to apprehend the attackers on February 11, 2008 .

From July 2008 to September 2008 Martins was Program Officer of the Austrália Development Scholarship and from October 2008 to December 2011 National Officer for Political Affairs at UNMIT . This was followed by a position as a contact person for the Community of Portuguese- Speaking Countries (CPLP) in the Ministry of Foreign Affairs of East Timor. From January 2009 to January 2012, Martins was a lecturer at the Faculty of Economics at Universidade Nasionál Timór Lorosa'e (UNTL). Finally, from February 2012 to September 2017, she worked as the press spokesperson for the Ministry of Foreign Affairs and was also the coordinator of the CPLP 2016 conference.

In the parliamentary elections in East Timor in 2017 , Martins ran for FRETILIN at number 18 on the list and made it into the national parliament of East Timor as a member. Here she is the secretary in the Bureau of Parliament. On September 21, 2017 Martins was elected secretary of the parliamentary commission for foreign affairs, defense and national security (commission B), but then had to relinquish her post to Jacinto Viegas Vicente ( CNRT ) and is now only a simple member of commission B.

Since the minority government of FRETILIN and PD could not prevail in parliament, President Francisco Guterres dissolved it and called for new elections. In the new election on May 12, 2018, Martins succeeded in re-entering Parliament at number 9 on the FRETILIN list, where FRETILIN is now the strongest opposition party. Martins is back on the Foreign Affairs, Defense and Security Commission (Commission B). In addition, on July 16, 2018, she was elected President of the Grupo Mulheres Parlamentares de Timor-Leste (GMPTL, German  group of women parliamentarians from East Timor ). In 2020 Martins became the new secretary of the Parliament's Bureau.
