Sam Steele and Richard Wade get jobs at LAPD , they work as partners. Steele puts his life at risk during a mission when a bank robbery ends in a shootout between the robbers and arriving police.
Now Steele and Wade discover that their colleagues are corrupt. The same goes for Captain Elsworth, who heads the department. Steele and Wade accept part of the bribe. They are charged with a murder, after which they turn away from the corruption system and are threatened themselves.
The internal affairs department is investigating.
