The Lifeline is a privately operated sea ​​rescue ship of the Mission Lifeline Association . In June 2018, both its missions in the Mediterranean and the question of whether the ship was right to fly the Dutch flag received considerable public attention.

Clupea

The ship was built in 1968 under the hull number 940 at the Hall, Russell & Company shipyard in Aberdeen as a Clupea for the British Department of Agriculture & Fisheries for Scotland. The trawler based in Leith was used as a fisheries research ship. The ship was managed by Marr Vessel Management in Hull .

In 2008 the ship was sold to East Coast Charters in Lowestoft and rebuilt. In July 2009 it went to IDP International, also based in Lowestoft.

In 2015, the Sea-Watch association bought the ship and transferred it to Hamburg. At the Pella Sietas shipyard , activists converted it into a sea rescue ship. On March 18, 2016, it was renamed Sea-Watch 2 and then started to cross to Malta in the Mediterranean operational area . In 2016, the ship was also led by Carola Rackete as captain, who gained international fame in June and July 2019 through the decision as captain of Sea-Watch 3 with rescued refugees against a ban in Italy to call at Lampedusa. In the early summer of 2017, the association decided to sell the Sea-Watch 2 and buy a larger ship, the Dignity 1 .

The Sea-Watch 2 operated from the port of Valletta off the Libyan coast to find and supply refugee boats in distress. She usually returned to port every fortnight to replenish equipment and replace parts of the crew. The ship has been used in rescuing over 25,000 people.

In 2017, the Mission Lifeline from Dresden , founded in 2016, collected 200,000 euros to buy the ship and renamed it Lifeline . It has been in use since September 2017.

In November 2017, the Lifeline was involved in a rescue operation off the Libyan coast.

Captain Claus-Peter Reisch was awarded the 2018 Human Rights Prize by the Austrian League for Human Rights. The Mission Lifeline team and Captain Claus-Peter Reisch will receive the Lew Kopelew Prize in April 2019 . At the beginning of 2020 it was announced that Reisch no longer wanted to be a captain on the lifeline for the foreseeable future .

On June 21, 2018, the crew sighted two unseaworthy boats in international waters between four and five in the morning, reported this to the emergency control center in Rome and took 234 people on board. On June 21, 2018, the Italian Interior Minister Matteo Salvini ( Conte government ) described a current rescue operation of the Lifeline and the sea ​​fox as illegal because the crews had ignored the instructions of the responsible control center , which had given the Libyan coast guard the command of this rescue operation. In an interview with Die Zeit , the club's founder, Axel Steier, called the Libyan coast guard responsible for the rescue , because the Libyans had poorer equipment, were often further away and people would later be sent to prison camps.

The Lifeline later supported the container ship Alexander Mærsk in rescuing other people from distress at sea.

Italy refuses to dock in the port

Italy prevented the lifeline (like the Aquarius a few weeks earlier ) from docking in a port. Also Malta left the ship first, no port of the island start. There is a lack of clarity under maritime law here , as ships are obliged to take in people in distress, but states are generally not obliged to allow ships to enter with rescued persons on board.

Malta's Prime Minister Joseph Muscat announced on June 23, 2018 that his country would supply the Lifeline with provisions. Malta finally made an entry permit dependent on European countries agreeing to accept the refugees. After these assurances were made, Muscat allowed the ship to call at a port in Malta on June 27. Malta, France, Italy, Portugal, Belgium, the Netherlands, Ireland and Luxembourg had previously indicated their willingness to accept. Muscat also announced that an investigation is being initiated against the German captain of the lifeline, Claus-Peter Reisch , because the activists have apparently switched off the transponder that transmits the ship's position several times. He will be allowed to leave Malta from July 16; the court lifted the ban on leaving the country. He must be back in Malta for the trial to continue on July 30th.

Controversy over the flag

With reference to the flag state of the Lifeline and the Sea Fox , Interior Minister Salvini called on social media that the two ships should bring the rescued people to the Netherlands . In the opinion of Seline Trevisanut , who teaches maritime law at the University of Utrecht , although states are generally not obliged to bring boats with rescued persons on board, the flag state in particular is obliged to do so. However, the Representation of the Netherlands to the European Union stated that the two ships were not registered in the Netherlands. Italy's Transport Minister Toninelli announced the seizure of the ships for the purpose of a registration review .

The Netherlands stated that although the ship was registered with the Koninklijk Nederlands Watersportverbond , a sports association , this was no more than proof of ownership. On the other hand, there is no entry in the Dutch shipping register , and consequently no ship's certificate . The Dutch government stated that it did not see any need for action, since from its point of view the illegal flying of the Dutch flag did not result in any obligation for the Netherlands. The maritime lawyer Nele Matz-Lück from the Walther Schücking Institute at the University of Kiel assumed that the Dutch argument was correct.

Axel Steier from Mission Lifeline, on the other hand, argued that for boats under 500 t it was sufficient to register as a sport boat with the water sports association to fly the flag. Mission Lifeline is based on an opinion from the University of Leiden .

Movie

Filmmaker Markus Weinberg accompanied the Lifeline team with his camera for two years. The result is the documentary The Mission of the Lifeline , which will be premiered on February 25, 2019 in Graz . [outdated]
