List of Tokyo Governors

The list of governors of Tokyo includes all the governors of the Tokyo prefecture as well as the mayors of the city ​​of Tokyo , which existed from 1889 to 1943. Until 1898, the governor of the prefecture was also mayor of the city.

Historic title of governor

The title of governor changed over time with the reorganization of Tokyo’s administration:

  • On July 1, 1868, the Edo Prefecture ( Edo-fu ) was set up in the Meiji Restoration , the governor's name was Edo-fu chiji ( 江 戸 府 知事 ).
  • On October 2, 1868, Edo was renamed Tokyo , the position of governor was consequently Tōkyō-fu chiji ( 東京 府 知事 ).
  • On May 1, 1889, the city of Tokyo ( Tōkyō-shi ) was established when modern local authorities were established . The mayor of Tokyo ( Tōkyō-shichō ) was occupied in personal union according to the shisei tokurei ( 市 制 特例 ), a special regulation by imperial edict for the cities of Tokyo, Osaka and Kyōto.
  • On May 1, 1898, the special regulation was repealed and the mayor was appointed independently of the governor. First the mayor was officially occupied; it was not until 1926 that the mayor of Tokyo was elected from among its members by the city council ( shikai ), as in other cities .
  • On July 1, 1943, the city ​​and prefecture were dissolved in the Pacific War with the Tōkyō-tosei and the new Tokyo prefecture ( Tōkyō-to ) set up under the aegis of the Interior Ministry . The governor was now called Tōkyō-to chōkan ( 東京 都 長官 ) and was appointed as a minister of the central government.
  • On May 3, 1947, the "Law on Local Self-Government" ( chihō-jichi-hō ) came into force. The governor - now Tōkyō-to chiji ( 東京 都 知事 ) - was elected directly by the people, as in all prefectures. (The city of Tokyo was not restored, but the prefecture retained some municipal tasks: the 23 mayors of the "special districts" were initially only elected by the people until 1952 and only since 1975. Since 2000, the 23 districts have been other municipalities in the country largely equated.)
