history

After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . With the new Reichsrat election regulations, a total of 480 electoral districts were created, usually each with a member to be elected, who was determined by direct election, possibly with a runoff. In Vorarlberg there were four electoral districts before the abolition of the class electoral law, with the rural communities sending two MPs and the cities, together with the Chamber of Commerce and Industry in Feldkirch, as well as the general electoral class each sending one MP. With the introduction of universal male suffrage, four electoral districts were again created in Vorarlberg, divided into so-called city constituencies and three rural district constituencies. The Vorarlberg 1 urban constituency comprised the cities of Bregenz , Bludenz , Dornbirn and Feldkirch , while the rural district electoral districts consisted of a certain number of judicial districts without these cities.

Due to the comparably uniform rural population of Vorarlberg, the Christian Social Party was able to achieve a majority in four and three electoral districts in the 1907 and 1911 elections. Only the German People's Party succeeded in conquering the city electoral district in 1911.
