history

After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . With the new Reichsrat election regulations, a total of 516 electoral districts were created, each with one deputy to be elected, who was determined by direct election, possibly with a runoff. In Gorizia and Gradisca there were five electoral districts before the abolition of the class electoral law, with the rural communities sending two members, the cities together with the chambers of commerce and trade and the landowners and the general electoral class each sending one member.

With the introduction of universal male suffrage, six electoral districts were created in Gorizia and Gradisca. With the exception of the city constituency for Gorizia, there were only rural municipality constituencies, which consisted of a certain number of judicial districts, whereby only the municipality Lucinico was added to an Italian constituency due to its Italian majority population.

In 1910, the population of Gorizia and Gradisca consisted of around 59% Slovene speakers and 35% Italian speakers. This language distribution was also taken into account in the allocation of the electoral districts. The majority of Italians populated Gorizia, like the area around Gorizia, which is predominantly populated by Slovenes, formed a separate constituency. The other judicial districts were also united into electoral districts on the basis of the language majorities. Due to the electoral district division, there were three Slovene and three Italian electoral districts, which were dominated by the liberals and people's parties of the two ethnic groups.
