List of constituencies in Istria

from Wikipedia, the free encyclopedia

This list of constituencies in Istria lists all constituencies in the Crown Land of Istria for the elections of the Austrian House of Representatives . The constituencies existed between 1907 and 1918.

history

After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . With the new Reichsrat election regulations, a total of 480 electoral districts were created, each with one member to be elected, who was determined by direct election with a possible runoff. In Istria before the abolition of class suffragefive constituencies existed, with the rural communities sending two MPs and the cities, together with the Chamber of Commerce and Industry, as well as the landowners and the general electoral class, each sending one MP. With the introduction of universal male suffrage, six constituencies were created in Istria. In contrast to the other crown lands, only so-called rural district constituencies existed in Istria and no city constituencies that were created for large cities alone or for several small towns together. The rural community constituencies consist of a certain number of judicial districts.

In 1910 the population of Istria consisted of around 42 percent Croatian speakers, 36 percent Italian speakers and 14 percent Slovenian speakers. This mixture of languages is also reflected among the MPs of the constituencies of Istria. Italian-speaking MPs were sent to the House of Representatives in constituencies 1–3, while constituencies 4–6 were assigned to Croatian / Slovenian MPs. However, the spectrum of parties was also fragmented within the language groups. The representatives of the Italians and Croatians / Slovenes each came from two different parties.
