biography
After attending Layou State Elementary School and Emmanuel High School Kingstown , which he completed with a Senior Cambridge Certificate, he taught at Layou State Elementary School for 18 months. He then studied political science at the City University of New York (CUNY) and graduated with a Bachelor of Arts (BA) in political science. He then completed a post-graduate course in business administration at Long Island University with a Master of Arts (MA) in business administration. After completing his studies, he worked for the Chemical Bank of New York between 1969 and 1994 .
After his return to St. Vincent, he began his political career in 1994 with the election to the House of Assembly as a candidate for the United Labor Party (ULP). As a representative of the constituency of Central Leeward , he was re-elected in the general parliamentary elections in 1998, March 2001 and December 2005.
Following the victory of the ULP in the March 2001 elections, he was appointed Deputy Prime Minister on April 1, 2001 by Prime Minister Ralph Gonsalves . Between April 2001 and May 2005 he was also Minister for Foreign Affairs, Operations and Trade for the first time. In 2002 he took part in the United Nations World Summit on Sustainable Development in Johannesburg . He was one of the few government representatives who expressed their disappointment with the outcome of the summit. He recalled the scene at the opening of the meeting of the heads of state. One group of children had urged governments only to pass resolutions that would allow them to go home to their own children with a clear conscience. In view of the few concrete measures that had been decided in Johannesburg to protect the climate and fight poverty , Straker complained that he had strong doubts “whether I can show myself to my or these children again”.
As part of a cabinet reshuffle, he was appointed Minister for Transport, Construction and Housing in May 2005.
After the parliamentary elections, Prime Minister Gonsalves reappointed him as Minister of Foreign Affairs, Operations and Trade on December 8, 2005.
In this role he is also a member of the Office of the Council for Foreign and Community Relations (COFCOR) of CARICOM and a member of the Joint Parliamentary Assembly of the ACP States . At the same time, in 2007 he was Chairman of the CARICOM Council of Ministers.
For his services, he was appointed Knight Commander of the Order of St. Michael and St. George by Queen Elizabeth II in 2006 and has since been named "Sir".
Since December 14, 2015 he has been Foreign Minister of St. Vincent and the Grenadines for the third time.
