Luís Manuel Gonçalves Marques Mendes (born September 5, 1957 in Azurém , Guimarães ) is a Portuguese lawyer and politician of the Social Democrats . Marques Mendes already held various offices in the social democratic cabinets after 1985, from 2005 to 2007 he was chairman of the Portuguese social democrats.

Life

Luís Marques completed a law degree with a licentiate ( licenciatura ) from the University of Coimbra . A little later he began his political career, first as a councilor in the small town of Fafe near Braga (1980-85), he became a member of the Social Democrats at the age of 16. He later served as Vice President of Fafe Municipality (1997–99) and Mayor of Oeiras (1988–2005). From 1985 Marques Mendes also worked at the national level, initially Prime Minister Aníbal Cavaco Silva appointed him State Secretary to the Minister for Parliamentary Affairs Fernando Nogueira in his first cabinet in 1985 . In 1987 he moved to become the new State Secretary for the Council of Ministers. In Cavaco Silva's third cabinet (1992–1995) he was assistant to the prime minister in the rank of minister and was in turn responsible for parliamentary affairs.

After the parliamentary elections in 2002 , in which the Social Democrats won, Prime Minister-designate José Manuel Barroso appointed him as the new Minister for Parliamentary Affairs. He headed this department from 2002 to 2004.

Marques Mendes has been a member of the Portuguese Parliament since 1987 , drawing in from lists of various electoral districts (Braga, Viana do Castelo and Aveiro) depending on the election. From 1996 to 1999 he was group leader of the Portuguese Social Democrats. After the parliamentary elections in 2005 , after which Pedro Santana Lopes resigned from all his offices, Marques Mendes won in a runoff election for party chairmanship against Luís Felipe Menezes with 56 percent of all votes. He then headed the party for two years, and in 2007 he resigned due to internal disputes, as he was unable to pacify the two wings of the PSD and had strong internal party opposition from the start. Luís Felipe Menezes was elected as his successor on September 27, 2007.

Marques Mendes has been married since 1982 and has two children with his wife.
