Luis Villar Borda

Luis Villar Borda (born 1929 in New York City , † July 23, 2008 in Bogotá ) was a Colombian ambassador.

Life

He received his doctorate in law and political science from the Universidad Nacional de Colombia . He did research on public law at the University of Berlin. After the murder of Jorge Eliécer Gaitán in 1948, he witnessed the Bogotazo .

Luis Villar Borda was persecuted from 1954 under the regime of Gustavo Rojas Pinilla and went into exile. He was a member of the Movimiento Revolucionario Liberal (MRL), friend of Gabriel García Márquez, Camilo Torres and Alfonso López Michelsen.

In 1968, during the government of Carlos Lleras Restrepo , Villar was spokesman for the Constitutional Reform Commission. He was ambassador to Stockholm from 1970 to 1973 , where he headed the Colombian delegation to the Conference on Security and Cooperation in Europe in 1972 . In 1974, during the government of Alfonso López Michelsen , he was chairman of the parliament .

He was a member of the Colombian delegation to the General Assembly of the United Nations and to the OIT . From 1983 to June 18, 1988 he was ambassador to Beijing . He was ambassador to Berlin from June 18, 1988 to 1990 .

Luis Villar Borda was a member of the Hans Kelsen Institute .

He died in Bogotá in 2008 at the age of 78.
