Lutz Klinkhammer's dissertation, Between Alliance and Occupation , published for the first time in 1993 . Wolfgang Schieder called Germany and the Republic of Salò 1943–1945 “a differentiated analysis of the German occupation structure in Italy from 1943–45”. Among other things, Klinkhammer worked out the polycratic structure of the National Socialist occupation and, according to Schieder, used more sources than the Italian historian Enzo Collotti in his pioneering study published in 1963.

Klinkhammer's long essay on the protection of art by the German military administration in Italy 1943–45, published in 1992, is considered “still fundamental”.
