Manfred Efinger (born March 22, 1959 in Münsingen , Württemberg ) is a German science manager and political scientist .

Life

Manfred Efinger attended the mathematics and science high school in his hometown. After graduating from high school in 1979, he did community service in the Sophienpflege in Tübingen. He then studied political science and German at the University of Tübingen . In 1983/84 he spent a year abroad at Washington University in St. Louis , Missouri , which he completed with a master's degree. In 1987 he completed his main studies in political science and German at the University of Tübingen with the first state examination for teaching at grammar schools. After completing his doctorate with Volker Rittberger , he moved to science administration in 1991 and held various positions at the University of Koblenz-Landau . From 1994 he was project manager for all building work at the university. During this time he played a key role in the relocation of the University in Koblenz from the Koblenz-Oberwerth location directly on the Rhine to the Koblenz-Metternich location , a former army pioneer barracks. He was also responsible for building the new university library at the Landau site in the Palatinate .

In August 2001, he switched to the Rhineland-Palatinate Ministry of Science in Mainz as a consultant . From February 2003 he was responsible for the budget under Minister Jürgen Zöllner . In this function he was involved in the development of the study account model, the further development of the parameter-based distribution of funds to the universities and the orchestra structural reform.

From mid-2004 he also took over the management of the statistics department in the Ministry of Science. From 2006 to 2007 he was Chairman of the University Statistics Committee of the Conference of Ministers of Education and Cultural Affairs .

Since June 1, 2008 he has been Chancellor at the Technical University of Darmstadt, which has been autonomous since 2005 . The main focus of the first term of office was the implementation of the structural development of the TU Darmstadt with full construction responsibility. Out of the numerous construction projects, the construction of the new university and state library (2012, approx. € 74 million) on the Stadtmitte campus and the new building of the lecture hall and media center (2013, approx. € 34 million) on the Lichtwiese campus stand out. Some of the listed buildings were also completely renovated during this time and given a new use (e.g. hydraulic engineering hall (TU Darmstadt) by Ernst Neufert , 2011; old machine house by Georg Wickop , 2012). A total of around € 530 million was invested in the building infrastructure of the Technical University between 2008 and 2018.

TU Darmstadt was awarded the special prize of the German Urban Development Prize 2018 for the Stadtmitte campus in September 2018 .

In 2012, a company pension for salaried professors was established for the first time at a German university , which ensures equal treatment of civil servants and salaried professors after retiring from active service.

On November 20, 2013, he was elected by the University Assembly of the TU Darmstadt for a further term of six years.

On the initiative of Manfred Efinger, the TU Darmstadt Art Forum was launched in 2016 .

On December 18, 2019, he was elected by the UV for a further term.

Efinger is married and has three children.
