Sir Mark Andrew Lowcock KCB (born July 25, 1962 ) is a British economist and UN civil servant . Since 2017 he has been Head of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva and New York .

education

Mark Andrew Lowcock attended Culford School in Suffolk , then studied economics and history at Oxford University and completed a bachelor's degree . He earned a economy- master at Birkbeck College of the University of London , after which he completed a post-graduate degree in economics from Boston University . He is a qualified accountant and a member of the Chartered Institute of Public Finance and Accountancy .

Career

Great Britain

Lowcock moved to the UK Government's Overseas Development Administration in 1989. From 1992 to 1994 he was the private secretary of the Development Aid Minister Lynda Chalker (Baroness Chalker of Wallasey). From 1994 to 1997 he was responsible for the regional office for Central Africa, from 1997 to 1999 he headed the EU department, then the East Africa office. From 2001 to 2003 he was Finance Director, then General Director for Corporate Development and Knowledge Transfer, from 2008 to 2011 he was General Director of Country-Specific Programs.

On June 9, 2011, Lowcock was named Secretary of State for Development Aid . During his tenure, Great Britain increased its development aid budget for the first time to 0.7% of gross domestic product , thus fulfilling the obligation from the 35-year-old resolution of the UN General Assembly of 1970.

United Nations

On May 12, 2017, Lowcock was appointed Under -Secretary-General , UN Emergency Relief Coordinator (ERC) and Head of the UN Office for the Coordination of Humanitarian Affairs (OCHA) by UN Secretary General António Guterres .

As the ERC, he is responsible for all disasters that require humanitarian aid from the United Nations. The OCHA is also the central point of contact for aid operations by governments and intergovernmental and non-governmental aid operations. It directs the Inter-Agency Standing Committee (IASC), a unique organizational forum for coordinating decision-making processes for key humanitarian actors inside and outside the United Nations. In a country affected by a disaster or conflict, the ERC can appoint a Humanitarian Coordinator who pools and coordinates the relief efforts of the government, international organizations, non-governmental organizations and the affected communities.

Since 2019 Lowcock has been a member of the World Economic Forum's Humanitarian Investments Working Group , led by Børge Brende , Kristalina Georgieva and Peter Maurer .

Other fields of activity

Lowcock is a member of the International Gender Champions (IGC) network, which advocates gender equality in international organizations.

Awards

In 2011 Lowcock was named Companion of the Order of the Bath (CB). In 2017 he was promoted to Knight Commander of the Bath Order (KCB) for his government services, particularly in development policy .

Private life

Lowcock is married to Julia Watson and has three children.
