Martin Neumann (born January 27, 1956 in Vetschau / Spreewald ) is a professor for technical building equipment at the Magdeburg-Stendal University , President of the Brandenburg State Music Council . V. and German politician ( FDP ). He was from 2009 to 2013 and has been a member of the German Bundestag again since 2017 .

Life

After studying technical building equipment at the TU Dresden , Neumann was awarded a Dr.-Ing. In 1987 after successfully defending his dissertation on the subject of investigating the thermal insulation behavior of heavily ventilated external wall constructions at the Cottbus Engineering University . PhD . From 1987 to 1990 Neumann worked as City Planning Director in Lübbenau . Neumann has been a sworn expert for building services, heat, cold and noise protection since 1995. From 1997 to 1999 Neumann was a lecturer for supply technology and technical building equipment at the Lausitz University of Applied Sciences and at the Magdeburg-Stendal University of Applied Sciences . In 1999 he accepted the call to the Magdeburg-Stendal University of Applied Sciences as a professor for technical building equipment. He also works as an energy advisor for the consumer center. He is the liaison professor of the Friedrich Naumann Foundation for Freedom .

The passionate baritone and tenor horn player Neumann has been chairman of the Musikverein in Vetschau since 1996 and president of the Brandenburg State Brass Band since 2002. In October 2013 he became President of the Landesmusikrat Brandenburg e. V. elected. He is Protestant , widowed and the father of two children.

politics

In 1984 Neumann joined the LPD , which after the fall of the Wall in August 1990 became part of the all-German FDP. In the same year Neumann was elected to the first Brandenburg state parliament, to which he was a member until 1994. During this time he was chairman of the state parliament's committee for urban development, housing and transport and a full member of the parliamentary committee of inquiry 1/5 to examine publicly raised allegations of irregularities in connection with property matters and the allocation of public funds.

Neumann has been deputy state chairman of the FDP Brandenburg since 2001 and was a candidate for the mayoral election in Cottbus in 2002. In 2009 he moved to the federal election on the national list Brandenburg in the 17th German Bundestag one. He was a full member of the Committee on Education, Research and Technology Assessment and a deputy member of the Committee on Labor and Social Affairs. In the FDP parliamentary group, Neumann was the spokesman for research policy and chairman of the education and research working group. In his further function as the university political reporter of the FDP parliamentary group, Neumann expressed himself critical of the Guttenberg plagiarism affair . He also publicly expressed his criticism of the plagiarism incidents of FDP members such as Jorgo Chatzimarkakis and Silvana Koch-Mehrin .

Neumann has been a member of the board of the Karl Hamann Foundation for Liberal Politics in the State of Brandenburg , a foundation closely related to the Brandenburg FDP, since 2011 .

For the 2013 federal election he ran as the top candidate of the Brandenburg FDP. The FDP failed, however, at the five percent hurdle . Also, no FDP politician could obtain a direct mandate.

Neumann succeeded in re-entering the German Bundestag in the 2017 Bundestag election via the state list of the FDP Brandenburg . He also represents the Elbe-Elster - Oberspreewald-Lausitz II constituency there . In the 19th German Bundestag he is a member of the Committee for Economic Affairs and Energy and spokesman for energy policy for the FDP parliamentary group .

Positions

As a member of the FDP parliamentary group, he called for profound corrections to the GEZ fee, since the GEZ also levies fees on radio-compatible devices such as computers or cell phones. As an alternative, he demanded a purely tax-financed media fee, which every adult citizen has to pay according to his taxable income. To simplify matters, he suggested a collection by means of the tax office, whereby the so-called “black watchers” would also make their contribution. With such a media fee one could increase the total revenue of the fees fairly, simply and with little burden on the citizens.

As a consequence of the many cases of plagiarism, Neumann advocates an intensive dialogue between science and politics in order to ensure the quality of scientific work in the future. For this purpose, he suggests a separation between the supervisor and the assessors.

According to his own statements, he wants to work for a pluralistic society, of which the free and public practice of religion is an integral part. Therefore he is against bans on religious symbols in public buildings etc. such as the headscarf.
