Georgios "Jorgo" Chatzimarkakis ( Greek Γεώργιος Χατζημαρκάκης * 21st April 1966 in Duisburg ) is a German - Greek politicians ( ODP ) (until 2014 FDP , from 2014 Hellenic European citizens / Έλληνες Ευρωπαίοι Πολίτες ) and former Member of Parliament for the FDP in the ALDE group . From 2014 to 2015 he was an honorary ambassador for the Greek government. He has both German and Greek citizenship .

Chatzimarkakis was born in 1966 as the son of a Greek guest worker and a German mother of Brandenburg origin. Chatzimarkakis lived in Duisburg until the end of his school years with the Abitur at the Landfermann Gymnasium , which was characterized by ancient language and humanism . He then studied agricultural sciences (1985–1987) and political science at the Rheinische Friedrich-Wilhelms-Universität Bonn, with the minor subjects economic history and international and European law (1989–1993). In April 1993, he completed his studies with a Magister Artium (MA) from the Faculty of Philosophy. From 1993 to 1996 he worked as a scientific advisor to the Bundestag members Cornelia von Teichman and Logischen and as office manager of Helmut Schäfer in the German Bundestag , interrupted by a three-month research stay in 1995 at St Antony's College at the University of Oxford under the supervision of Ralf Dahrendorf .

From 1996 to 1998 Chatzimarkakis was a member of the Foreign Office's planning team . In 1999 he switched to the management consultancy "polit data concept", of which he was managing partner until 2004. From 1997 to 2001 he had a teaching position at the University of Duisburg in the department of European politics. During this time he did his doctorate on the topic of information globalism - cooperation model of global regulatory policy using the example of electronic business transactions in 2000 at the Chair of Political Science at the University of Bonn . The first reporter at the university was Detlev Karsten, the second reporter was Uwe Holtz . This doctoral degree was revoked on July 13, 2011 because of plagiarism . From March 2002 to 2008 Chatzimarkakis had a teaching position at the University of Saarland in the department of information science.

Party career

Chatzimarkakis began his political career when he joined the ÖDP (Ecological Democratic Party) in the year of the Chernobyl disaster in 1986. He stated several times that this party's program for the use of solar energy for the production of hydrogen was decisive for joining the ÖDP was to which he belonged until 1990. He was encouraged by the Young Liberals to join the FDP, which he joined in the same year. From 1995 to 2011 he was a member of the federal executive committee of the FDP and the council of the ELDR . From 2002 to 2010 he was Secretary General of the Saarland Regional Association . Within the party, he belonged to the so-called “ Dahrendorf Circle ”, which advocated a more socially liberal course .

In September 2007, Chatzimarkakis drew national attention when he proposed a merger of the FDP and the Greens in a strategy paper .

In June 2010, Chatzimarkakis brought up the idea of ​​an educational foundation. This foundation is to be financed by wealthy Germans who donate on a voluntary basis. The foundation should u. a. Promote early childhood education, integration assistance and / or the education of socially disadvantaged people.

In the internal party discussion after the three state elections in March 2011, Chatzimarkakis appeared as a spokesman for criticism of party leader Westerwelle .

On January 23, 2014, Chatzimarkakis founded the Hellenic European Citizens Party ( Έλληνες Ευρωπαίοι Πολίτες ) in Greece , for which he was a candidate in the 2014 European elections. At the beginning of 2014, he left the FDP and justified this with the European policy under the former FDP chairman Philipp Rösler . However, with 1.44% of the votes in the 2014 European elections, the Hellenic European Citizens Party remained below the 3 percent threshold . Chatzimarkakis is therefore no longer a member of the European Parliament.

In March 2018, Chatzimarkakis rejoined the ÖDP. In July 2018 he was elected chairman of the Saarland ÖDP regional association.

Member of Parliament

After the European elections in Germany in 2004 , Chatzimarkakis became a member of the European Parliament. He was a member of the Committee on Budgetary Control and an alternate member of the Committee on Industry, Research and Energy . He also chaired the delegation to the EU-Former Yugoslav Republic of Macedonia Joint Parliamentary Committee. In connection with the European Commission's package of measures to improve drug safety in the EU , Chatzimarkakis advocated easing the advertising ban for prescription drugs. In June 2012 he founded the “Friends of Greece” group of representatives in Brussels. In mid-2012 he commented on the lawsuits before the Federal Constitutional Court against the ESM and the Fiscal Compact : "The stabilization of our currency and thus our prosperity is more important than legal theory".

Other engagement

Chatzimarkakis was a member of the Europa-Union parliamentary group European Parliament . In November 2004 Chatzimarkakis was elected President of the German-Hellenic Business Association. In 2009 he became Vice President of the World Hellenic Inter-Parliamentary Association (WHIA).

Since February 1, 2016, Chatzimarkakis has been Secretary General of the  Hydrogen Europe Association  in Brussels. In several contributions he advocated the use of renewable hydrogen for the energy transition.

Suspicion of plagiarism and withdrawal of doctoral degree

According to the internet platform VroniPlag Wiki , over 70% of the pages of the dissertation contained Chatzimarkakis' plagiarism .

Chatzimarkakis said he had quoted in various ways, which leaves room for speculation. In all cases, he indicated the borrowed trains of thought or contexts of meaning by means of footnotes. In eight cases, the source is missing due to an editing mistake, but the sources used can all be found in the bibliography.

On July 13, 2011, the Faculty Council of the Philosophical Faculty of the University of Bonn decided to withdraw the doctorate . The doctoral thesis reproduces texts by other authors verbatim, without being marked as quotations by quotation marks, and thus gives the impression that the author Chatzimarkakis speaks. The doctoral committee found that over half of the work was not written by Chatzimarkakis.

Chatzimarkakis' lawsuit against this decision was dismissed on March 22, 2012 by the Cologne Administrative Court. The faculty correctly assumed a deception, since the plaintiff had taken large passages of his dissertation word for word from other works without clearly marking them in accordance with the rules of scientific work. Following this decision, Chatzimarkakis said he would write a new doctoral thesis to restore his scientific reputation. At the same time, he appealed the court decision. The Higher Administrative Court of North Rhine-Westphalia rejected an application for admission of the appeal against the judgment of the Administrative Court of Cologne on March 24, 2015. The judgment of the Cologne Administrative Court is now final. In retrospect, this outcome of the plagiarism proceedings did not remain undisputed compared to the course in other prominent cases.

Chatzimarkakis is married and has four daughters.

Political positions

Greek crisis

In March 2012, Chatzimarkakis criticized his country's ruling elites and advocated keeping Greece in the euro. Chatzimarkakis believes that a Greek exit from the euro zone and a return to the drachma could set the country back by two decades. Chatzimarkakis has repeatedly criticized the Troika. On February 9, 2012, he said on Deutschlandfunk that there was a “massive impoverishment” of many Greeks as a result of the austerity policy. In 2011, in an opinion piece for the weekly newspaper Die Zeit, he called for a “Hercules plan” for Greece, i. H. an EU Marshall Plan with investments in u. a. Health tourism , renewable energies and information technology. In 2010 he called for the establishment of a Mittelstandsbank.

In April 2013, Chatzimarkakis declared that he would no longer run for the German FDP in the 2014 European elections, but instead for a party in Greece. The Democratic Left is under discussion . He justified his step with his dissatisfaction with the German euro policy and his loyalty to Greece .

In March 2015 - six weeks earlier, the Tsipras I cabinet had taken over the government following an early parliamentary election - Chatzimarkakis demanded that Germany should pay billions for a Greek bank as "reparation for Nazi crimes". In May 2015, in consultation with Prime Minister Alexis Tsipras, he gave up the post of Greek special envoy, which he held from the end of 2014.
