Michael Köhler (Islamic scholar)

Michael Köhler (born October 4, 1958 ) is a German historian and Islamic scholar and currently Deputy Director General in the European Commission for European Civil Protection and Humanitarian Aid (DG ECHO). He is also a professor at the College of Europe in Bruges and chairman of the non-partisan European Union in Brussels .

Life

From 1977 to 1987 Michael Köhler studied Middle and Modern History , Islamic Studies , Comparative Religious Studies , Protestant Theology and International Law at the University of Bonn , the University of Tübingen and the University of Hamburg . He received his doctorate in 1987 from the Department of History at the University of Hamburg. In 1989, Köhler was awarded the two-year Kurt Hartwig Siemers Science Prize of the Hamburg Scientific Foundation for his scientific work . Köhler is a member of the CDU .

In 1987 he became a foreign worker and project manager of the Konrad Adenauer Foundation , initially in Casablanca , Morocco and Tunisia . In 1993 he switched to the policy and planning department of the Federal Ministry for Economic Cooperation and Development . A year later he was able to move to the then Directorate General I (now DG RELEX ) of the European Commission as an EU civil servant in the higher service , where he worked as a consultant for Iraq and Yemen. Further career in the Commission: Assistant to the Director for the South and Southeastern Mediterranean and the Middle East, then responsible for matters relating to the common foreign and security policy. In 2004 he became Deputy Head of Cabinet of the Maltese EU Commissioner Joe Borg. After a short break as Head of International Affairs and the Law of the Sea at DG MARE , he became Head of the Borg Cabinet in 2008. Here he was responsible for: Relations with Directorate-General MARE, Relations with the Spokesperson's Service, Human Resources and Administration, External Relations and European Neighborhood Policy, Institutional Affairs, European Policy Advisory Board (BEPA).

Following the German nomination of Günther Oettinger as EU Commissioner for Energy Policy , Köhler was announced as head of cabinet by him on December 3, 2009 , which also happened after confirmation by the European Parliament .

From March 1, 2013, Köhler took up the position of Director for European Neighborhood Policy in the Directorate-General for Development and Cooperation, EuropeAid . With the establishment of the new Directorate-General for Neighborhood and Enlargement Negotiations (DG NEAR) on January 1, 2015, Köhler became Director for the Southern Neighborhood, responsible for development and economic cooperation between the European Union and the Arab countries of the Mediterranean region and Israel. On July 24, 2019, Köhler was appointed Deputy Director General of the Directorate General for European Civil Protection and Humanitarian Aid (DG ECHO), where his responsibilities include coordinating global emergency aid from the European Union.

Köhler has been honorary professor at the College of Europe in Bruges for "Europe and the Mediterranean" since 1997. Since 2007, Köhler has been socially committed as chairman of the Brussels Association of the non-partisan European Union Germany. Since 2018, Köhler has also been chairman of the DGAPforum Brussels of the German Society for Foreign Policy.

Michael Köhler lives in Brussels , is married and has three grown children.
