Michael Panse (born July 15, 1966 in Erfurt ) is a German politician ( CDU ). From 1999 to 2009 he was a member of the Thuringian state parliament and has been a member of the Erfurt city council since 2002 . From October 2010 to April 2015 he was the first generation commissioner of the Free State of Thuringia.

education and profession

After graduating from the 10th grade of the Polytechnic High School in Erfurt in 1983, Panse learned the profession of motor vehicle electromechanic by 1985 . From 1985 to 1987 Panse did basic military service in the National People's Army of the German Democratic Republic . He then worked until 1991 in his learned profession as a motor vehicle electrical mechanic.

In 1991 Panse became regional manager of the Young Union of Thuringia and remained so until 1993 when he became an advisor for election campaign organization at the CDU Thuringia . From 1994 to 1995 he managed the business of the Junge Union Deutschlands as its federal manager in Bonn. From 1996 until his entry into the Thuringian state parliament in 1999, he again ran the business of the Junge Union Thüringen.

Party offices and functions

Panse became a member of the newly founded Democratic Awakening (DA) in autumn 1989 and joined the CDU Thuringia with the merger between CDU and DA. Since 1991 he has been a member of the district executive committee of the CDU Erfurt and since 2005 deputy district chairman. Since 1998 he has also been the local chairman of the Erfurt CDU local association Petersberg .

From 1993 to 1995 Panse was state chairman of the Junge Union Thuringia. He was also the regional chairman of the Young European Federalists (JEF) , a member of the regional board of the Europa-Union Thuringia and a member of the Federal Committee of the Young European Federalists Europe.

Other functions and offices

Panse was chairman of the supervisory board of FC Rot-Weiß Erfurt and is now president of the volleyball Bundesliga team SWE Volley-Team (women's volleyball Bundesliga). He is also chairman of the board of trustees of the state center for political education , chairman of the association Pro-Ehrenamt eV and member of the board of trustees of the Thuringian volunteer foundation.

As city councilor of the city of Erfurt, Panse is a member of the supervisory board of Thüringer Freizeit- und Bäder GmbH and Tourismus GmbH. Since October 1st, 2010 he has been the first generation representative of the Free State of Thuringia.

Mandates

Panse had been a member of the Thuringian state parliament since 1999 and was the social policy spokesman for the CDU parliamentary group . In the state elections in 2009 he lost his direct mandate in the constituency of Erfurt II , which he had just won in 2004, to Susanne Hennig (Die Linke). He also missed re-entry into the state parliament via the CDU state list, where he ran in 26th place.

From 1993 to 1994 and again since 2002 he is a member of the Erfurt city council. There he is a member of the board of the CDU city council group and chairman of the youth welfare committee.

Since August 2010 he has been chairman of the CDU city council in the state capital Erfurt.

In the Mayor election in Erfurt on April 22, 2012, Panse stood as his party's candidate. With 14.9% of the vote, he took second place behind the clearly victorious SPD incumbent Andreas Bausewein (59.2%) in this vote .

criticism

As a result of the change of government in December 2014, the state of Thuringia terminated Panses's employment as a generation representative. He brought an action against this at the labor court in Erfurt. In its judgment, the Panse Chamber literally certified:

“The Chamber can understand that the original recruitment of the plaintiff as of October 1, 2010 was solely due to his previous political activity, as the plaintiff did not have any other professional qualifications for a post with grade A 16. The defendant was also fully aware of the disproportion between remuneration and professional qualifications [...] The Chamber considers the limitation of a supply item to be permissible until the supplying party may lose power. "
